Carbon County Commissioners

Carbon County commissioners on Thursday approved or ratified the following items:

• A $91,630 Community Development Block Grant contract to Ronnie C. Folk Paving Inc. of Shoemakersville, for street improvements to East Diaz Street in Nesquehoning.

• Rejected contract for general and electrical, GF 62-4-137, for the Carbon County Home Whole Repair Program due to a homeowner withdrawing from the program.

• Children and Youth agreement for 2026-27 with Loftus-Vergari and Associates of Wilkes-Barre.

• An agreement with the Carbon Career & Technical Institute and the county prison to provide ABE and Career Pathways educational services to criminal offenders to obtain high school equivalency diplomas at no cost to the county.

• A proposal from Johnson Controls Fire Protection of Allentown to provide annual service to the fire pump system including preventative maintenance at the correctional facility at a cost of $2,767 from Sept. 1, 2026, to Aug. 31, 2027.

• A proposal from Johnson Control Building Solutions of Wilkes-Barre to replace AAON condenser coil at the 76 Susquehanna St. building for $7,684.

• A quote from Masters Telecom LLC, a member of the Verizon Partner Program of Delray Beach, Florida, for One Talk and Matters Telecom Services at Magisterial District Judge Office 56-3-04 for a monthly recurring fee of $190 and a one-time fee of $559.93.

• A renewal of an agreement with SelectPath Inc., dba Contact Wireless of Albuquerque, New Mexico, for Text Page Pro messaging program through July 31, 2027, at a monthly cost of $136.73, an increase of $21.64.

• An amendment to 2023 subcontract with Family Promise of Carbon County transferring allocated Emergency Solutions Grant funds of $30,000 from Carbon County Action Committee for Human Services to Family Promise of Carbon County for emergency shelter services.

• Cooperation agreements for 2025 Community Development Block Grant projects with Franklin Township, water/sewer; Mahoning Township, street improvements, Westside Road; Jim Thorpe, west water plant equipment; Lansford, street improvement, West Ridge Street; Lehighton, public facilities and improvements, borough building ADA; Palmerton, public facilities and improvements, Little White Church, ADA/sidewalk.

• Adopting Four Factor Analysis and Limited English Proficient Plan and certification of completion required for 2026 CDBG grant and ESG program.

• Change order to contract with Bruce George Paving & Excavating Inc. of Kunkletown, for Parryville water and sewer improvement project/stormwater, extending the completion date to Nov. 20, due to scheduling conflicts with other projects.

• An addendum/extension to an agreement with Tradition Home Care LLC, Dunmore, for personal care and home support services through June 30, 2029, at a rate of $21.56 an hour, an increase from $20.92.

• An agreement with ADT LLC of Palm Harbor, Florida, to provide person emergency response services from Sept. 1, 2026, to Aug. 31, 2029. The agreement may be extended for two years under same terms and condition. The respective rate is $17.50 a month with an additional cost of $5 for fall detection.

• An agreement with Value Relationships Inc. of Southfield, Michigan, to provide personal emergency response services from Sept. 1, 2026, to Aug. 31, 2029, with option to extend for two years. The rate is $25 a month and $30 a month for fall detection.
