The Monroe County commissioners approved the following items for county departments:

• Area Agency on Aging — Contract with Kelly L. Lombardo, Esq. to provide legal assistance and advice for protective service and guardianship clients and represent the Monroe County Area Agency on Aging in court, as necessary, from Aug. 1 to July 31, 2029, at a rate of $150 per hour up to a maximum of $10,000 for contract term; addendum extending the contracts to June 30, 2027 with Medscope America Corp. for personal emergency response systems; and Linda Steier, for dietitian consultation services;

• CareerLink — Appoint Dr. Precie Schroyer to the Pocono Counties Workforce Development Board with a term to expire June 30, 2029;

• Children and Youth Services — Submittal of the Act 148 second quarter 2025-2026 report, total expenditures of $10,421,371; Service Agreement with Mindwell Management Inc., July 1, 2025 to June 30, 2026, contract limit of $650,000, residential group home services; and Services Agreements, July 1 to June 30, 2027 with Alternative Living Solutions, contract limit of $150,000 for transitional and supervised independent living; City Mission-Living Stones Inc., limit of $240,000, independent living services; Hoffman Homes for Youth, limit of $200,000, shelter program; Loftus-Vergari and Associates Inc., limit of $85,000, foster care; Merakey Pennsylvania, limit of $200,000, therapeutic foster care, emergency respite and enhanced foster care with infants; and Valley Youth House, limit of $190,000, shelter care; contract for professional services with Pennsylvania Treatment and Healing, July 1 to June 30, 2027, limit of $480,000;

• District Attorney — 2026 Local Law Enforcement Grant, $250,000;

• Information Technology and Services — Ratify execution of registration services agreement with American Registry for Internet Numbers LTD, July 23, 2026 to July 22, 2027, $275; ratify agreement with Norstar Networks, $6,600 for remaining phone system migration;

• Office of Emergency Management — Ratify Memorandum of Agreement with the Federal Emergency Management Agency Integrated Public Alert and Warning System Program Management Office, use of Monroe County Office of Emergency Management Interoperable Systems and IPAWS OPEN Platform for Emergency Networks; submit the FFY2026 Emergency Performance Grant application and the attachment, $203,739.31, Oct. 1, 2025 to Sept. 30, 2026;

• Pocono Mountains Municipal Airport Authority — Receipt of the 2025 Financial Statements for the year ending Dec. 31, 2025;

• Redevelopment Authority/Affordable Housing Trust Fund Board — First-time Homebuyer Program Guidelines to include a requirement for a credit score of 620 or higher and a right to evaluate the maximum loan terms of 30 years on a case-by-case basis with potential exceptions for applicants using USDA 502 loans; approve funding of $25,000 to Eldred Township for project at 594 Kunkletown Road, Kunkletown, from ACT 152 Demolition Program Funds; advertise the first Community Development Block Grant public hearing, and;

• Sheriff — Agreement with Axon Enterprise Inc., purchase of Tasers and equipment, $202,299 ($40,459.80 per year), from Jan. 1, 2027 to Dec. 31, 2031.
