Lehigh man faces child pornography charges

A Lehigh County man has been charged with multiple counts of child pornography.

The defendant was identified by police as Charles Dossat, 58.

According to the affidavit of probable cause filed by Cpl. Nikos Bilianis of the Pennsylvania State Police, Troop I, Computer Crime Unit:

From Dec. 10, 2023, to April 22, 2024, Microsoft made about 10 National Center for Missing and Exploited Children CyberTips about an IP address using Microsoft BingImage and providing images of child sexual abuse material.

Bilianis conducted a search through a publicly available website for internet numbers for the IP address in the CyberTips.

On April 3, a signed Pennsylvania Office of Attorney General administrative subpoena was submitted to the internet service provider for information about the IP address. The provider responded to the subpoena that the account holder’s address was in the 200 block of Second Street, second floor, Slatington.

On May 15, a search warrant was executed at the home, and upon entering the residence, Bilianis made contact with Dossat, also of Allentown, who said that his room was on the left side of the hallway, and that it was his bedroom solely.

Dossat said that he had a phone, a Motorola, and that he had been living in the apartment for about three years.

During the search of Dossat’s room, Bilianis observed a Samsung tablet computer on the floor next to a chair, and a wallet containing Dossat’s Pennsylvania Identification Card, which was used to positively identify Dossat, who also acknowledged that the tablet was his.

As Bilianis began to conduct a manual scroll of the device, he observed apparent child sexual abuse videos.

Later on May 15, Bilianis conducted an additional interview with Dossat, who related that he uses the online platform Omegle; one of the videos Bilianis observed contained Omegle wording in the gallery.

A Motorola cellphone, LG Tracfone cellphone and Samsung tablet were seized from Dossat’s room. The devices were transported to the state police barracks in Fogelsville for a full forensic examination.

During the examination, Bilianis observed that about 55 images and videos were located on the Samsung tablet that depicted apparent child pornography. About 25,600 images and videos were also located.

With the images and videos located, a National Center for Missing and Exploited Children hash value comparison was conducted, which yielded that 21 of the videos and images were listed as “identified child.”

Additionally, visually similar images that were included in the CyberTips were found on the device.

Dossat faces charges on nine counts of child pornography, and one count of criminal use of communication facility.

He is currently in the Lehigh County Jail in lieu of $75,000 bail. A preliminary hearing is scheduled for Aug. 28 before District Judge Tom Creighton of Slatington.
