Carbon County Court - ARDs

The following defendants were placed in the Accelerated Rehabilitative Disposition program by Common Pleas Judge Steven Serfass in Carbon County Court. The program is open to first time offenders:

Lucie McEvilly, 67, of Weissport, was placed in the ARD program for one year after being charged with a first offense DUI: general impairment/ incapable of driving safely, first offense DUI: highest rate of alcohol, careless driving, duties at stop sign and disregarding traffic lane. McEvilly will also have to complete 50 hours of community service.

Michele Mauser, 52, of Jim Thorpe, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance – impaired ability, first offense DUI: controlled substance – schedule 2 or 3 and driving at safe speed. Mauser will also have to complete 50 hours of community service.

Brandon Joh Olmo-Thomas, 38, of Coaldale, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance – combination of drugs and alcohol, first offense DUI: general impairment/incapable of safe driving, careless driving, disregarding traffic lane and duties at stop sign.

Lilliam Santiago-Taveras, 57, of Schnecksville, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance – schedule 1, first offense DUI: controlled substance – impaired ability, marijuana-small amount personal use, use or possession of drug paraphernalia and turning movements and required signals. Santiago-Taveras will also have to complete 50 hours of community service.

Karl Hunsicker, 48, of Lehighton, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance-impaired ability, first offense DUI: controlled substance- schedule 2 or 3, possession/sale/use of display documents, use or possession of drug paraphernalia and operating a vehicle without required financial responsibility. Hunsicker also has to complete 50 hours of community service.

Jacob Richard Anthony, 27, of Bowmanstown, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance-impaired ability, marijuana-small amount personal use, use or possession of drug paraphernalia, careless driving, driving while operating privilege was suspended or revoked, disregarding traffic lane and no rear lights. Anthony also has to complete 50 hours of community service.

Chris Quinn, 62, of Bensalem, was placed in the ARD program for one year after being charged with a first offense DUI: general impairment/incapable of driving safely, accident involving damage to attended vehicle or property, and failing to stop and give information or render aid. Quinn also has to complete 50 hours of community service.

Elio Pasten, 33, of Drums, was placed in the ARD program for one year after being charged with a first offense DUI: highest rate of alcohol (BAC .16+), and a first offense DUI: general impairment/incapable of driving safely. Pasten also has to complete 50 hours of community service.

Charles McVey, 42, of Brooklyn, New York, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance-metabolite, and a first offense DUI: controlled substance-impaired ability. McVey also has to complete 50 hours of community service.

Nathan Reinhart, 47, of Slatington, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance - schedule 2 or 3, first offense DUI: controlled substance - impaired ability, first offense DUI: controlled substance – schedule 1, use or possession of drug paraphernalia, marijuana-small amount personal use, too slow for conditions, disregarding traffic lane, and careless driving. Reinhart also has to complete 50 hours of community service.

Christine Rowski, 58, of Mountain Top, was placed in the ARD program for one year after being charged with a first offense DUI: general impairment/incapable of safe driving, first offense DUI: high rate of alcohol (BAC .10-.16), following too closely, reckless endangerment and careless driving. Rowski also has to complete 50 hours of community service.

Austin Turner, 21, of Hazleton, was placed in the ARD program for one year after being charged with a first offense DUI: controlled substance – impaired ability, first offense DUI: controlled substance – schedule 1, first offense DUI: controlled substance – metabolite, use or possession of drug paraphernalia, possession of marijuana and duties at stop sign. Turner also has to complete 50 hours of community service.

Ernesto Garay Jr., 38, of Hazleton, was placed in the ARD program for one year after being charged with a first offense DUI: general impairment/incapable of driving safely, failure to sue safety belt, operating vehicle without required financial responsibility, obscured plates, first offense DUI: high rate of alcohol, disregarding traffic lane, and careless driving. Garay Jr. also has to complete 50 hours of community service.

Joseph Baluski, 43, of Berwick, was placed in the ARD program for one year after being charged with a first offense DUI: general impairment/incapable of driving safely, accident or damage to unattended vehicle or property, careless driving, public drunkenness and violate hazard regulation. Baluski also has to complete 50 hours of community service.
