Carbon County Court — sentencings

Carbon County Court Judge Joseph J. Matika recently accepted guilty pleas and sentenced 15 people.

All were ordered to pay court costs in addition to other punishments.

Anna Marie Castellanos, 43, of Bethlehem, was charged by Lehighton State Trooper Daniel K. Magarelli with terroristic threats; recklessly endangering another person; disorderly conduct, and harassment on May 27, 2023.

She admitted to the harassment charge, and Judge Matika fined her $150. The remaining charges were dropped.

Ada Michelle Labar, 30, of Stroudsburg, was charged by Weatherly Police Officer Edward E. Kubert with fraud - altering a title, registration or insurance; violation of use of a certificate of inspection; and having an improper muffler, and an obstructed window on July 2, 2023.

She admitted to the inspection violation and window obstruction.

Judge Matika fined her $100 and ordered her to pay a $100 LiveScan fee for the inspection violation, and fined her $25 for the window obstruction.

Eliam Cristo Peralta, 26, of Bronx, New York City, was charged by Lehighton State Trooper Gary N. Fedor with possession of a small amount of marijuana for personal use, possession of drug paraphernalia, and disorderly conduct on Aug. 11, 2021.

He admitted to the conduct charge, and Judge Matika fined him $150 and ordered him to pay a $100 LiveScan fee.

The remaining charges were dropped.

James R. Richardson, 48, of Lehighton, was charged by Palmerton Police Officer Dane S. O’Brien with driving under the fluency of a controlled substance, impaired ability, first offense; resisting arrest, and disorderly conduct on May 22, 2023.

He admitted to the conduct charge, and Judge Matika fined him $150 and ordered him to pay a $100 LiveScan fee.

The remaining charges were dropped.

Charles E. Allen, 32, of Glen Lyon, Luzerne County, was charged by Fern Ridge State Trooper Jonathan M. Lazarchick with possession of a controlled substance and possession of drug paraphernalia on Feb. 20, 2021.

He admitted to the paraphernalia charge, and Judge Matika sentenced him to one year of probation, to obtain a drug and alcohol evaluation, render 50 hours of community service, and pay a $50 monthly supervision fee.

The remaining charge was dropped.

Lauren Ashley Augustine, 33, of Kunkletown, was charged by Lehighton State Trooper John A. Heffner with DUI: controlled substance, impaired ability, first offense; possession of drug paraphernalia; possession of a small amount of marijuana for personal use; disregarding traffic lanes, and careless driving on March 15, 2022.

She admitted to the marijuana charges, and Judge Matika fined her $150 and ordered her to pay a $75 LiveScan fee.

Trevor C. Hartranft, 45, of Lehighton, was charged by Lehighton Police Officer Gabriel Szozda with criminal use of a communication facility; manufacture, delivery or possession with intent to manufacture or deliver a controlled substance; possession of a controlled substance; and passion of drug paraphernalia on April 7, 2023.

He admitted to the possession of a controlled substance and paraphernalia charges.

Judge Matika on the controlled substance charge sentenced him to 224 days to 23 months in jail, with credit for 224 days already served; to pay a $100 LiveScan fee and a $50 monthly supervision fee; undergo a drug and alcohol evaluation, and render 50 hours of community service.

On the paraphernalia charge, Hartranft was ordered to serve one year on probation and render 50 hours of community service.

The remaining charges were dropped.

Jeremy Scott Lutz, 41, of Kunkletown, was charged by state police with aggravated assault, simple assault, endangering another person, and harassment after an incident in Lower Towamensing Township on June 22.

He admitted to the simple assault and endangerment charges. The remaining charges were dropped.

Judge Matika on the assault charge ordered Lutz to serve nine months to 23 months in jail, with credit for 169 days served; pay a $100 LiveScan fee and a $50 monthly supervision fee; obtain drug and alcohol and mental health evaluations; and render 50 hours of community service.

On the endangerment charge, he sentenced Lutz to the same punishments, to be served at the same time.

Lutz is also forbidden to have contact with the victim.

Michael Joseph Rutkowski, 62, of Boyertown, Berkshire County, was charged by Lehighton State Trooper Charles P. Inserra with two counts of simple assault and one count of harassment on Oct. 24, 2022.

He admitted to one count of simple assault, and Judge Matika ordered him to pay $450 in restitution to the victim, pay a $100 LiveScan fee and a $50 monthly supervision fee, serve one year on probation, obtain a drug and alcohol evaluation, and render 50 hours of community service.

He also ordered Culkin to pay a $100 LiveScan fee and a $50 monthly supervision fee, undergo a drug and alcohol evaluation, and render 50 hours of community service.

Julissa Esmeralda Herrera, 25, of Philadelphia, was charged by Weatherly Police Officer Joshua E. Silfee with DUI: incapable of driving safely, first offense; DUI: high rate of alcohol, first offense; driving without a license; driving while her license was suspended or revoked; and failing to obey a stop sign on March 13, 2023.

Judge Matika admitted her into ARD for one year and ordered her to pay $500 to offset the cost of the program.

He also ordered Herrera to pay a $100 LiveScan fee and a $50 monthly supervision fee; surrender her license for 30 days; complete Alcohol Highway Safety School and render 50 hours of community service.

Kevin Mena, 22, of Lawrence, Massachusetts, was charged by Lehighton State Trooper Justin A. Swartz with forgery, possession of a counterfeit or altered access device theft, receiving stolen property, and conspiracy to use an access device to obtain goods or services on March 11, 2022.

Judge Matika admitted him into ARD for one year and ordered him to pay $650 to offset the cost of the program.

He also ordered Mena to pay a $100 LiveScan fee and a $50 monthly supervision fee, have no contact with the victims and render 50 hours of community service.

Deborah Ann Robins, 61, of Bensalem, Bucks County, was charged by Pocono State Trooper Brandon L. Jimmerson with theft by unlawful taking, theft of lost property, and receiving stolen property on July 29, 2023.

Judge Matika admitted her into ARD for one year and ordered her to pay $450 to offset the cost of the program.

He also ordered Robins to pay a $50 monthly supervision fee, have no contact with the victim, and render 50 hours of community service.

Woodrow Lee Robins, 59, of Bensalem, Bucks County, was also charged with theft by unlawful taking, theft of lost property, and receiving stolen property on July 29, 2023.

Judge Matika admitted him into ARD for one year and ordered him to pay $450 to offset the cost of the program.

He also ordered Robins to pay a $50 monthly supervision fee, have no contact with the victim, and render 50 hours of community service.

Lawney L. Strohl, 55, of Lehighton, was charged by Lehighton State Trooper Alexander Z. Rankovich with possession of a small amount of marijuana and possession of drug paraphernalia on March 11, 2023.

He admitted to the marijuana charge, and Judge Matika fined him $150 and ordered him to pay a $100 LiveScan fee.
