Coaldale looks into options for complex roof

After trying to fix the complex roof for years, Coaldale may have just found a solution.

Although the council is still undecided, President Angela Krapf said she feels very comfortable with a proposed plan given to them by Exterior Building Solutions to provide options on the scope of work using Versico Roofing Materials because they would be using the COSTARS program, administered through the state.

“COSTARS is a Pennsylvania state contract,” Chris Denvers of Exterior Building Solutions said. He suggested to the borough that the program would allow them to save money on materials. “The Department of Government Services oversees it to qualify vendors and pricing for their materials and services.”

Krapf said she feels safe knowing they’d be going through COSTARS since it is a Pennsylvania program that has helped Coaldale complete various projects in the past.

Another program that may be used is the TIPS-USA program - both contracts ensure Coaldale will not overpay for materials and labor.

Along with Denvers, Tom Ferrentino of Versico attended Coaldale’s monthly meeting on Tuesday to explain more about their plan.

Ferrentino spoke about the verification process that both programs undergo as national and state programs, along with the options. The Coaldale council has to pick from contractors they want to work with at the local level.

“All I have to say is these two programs make you empowered to make the best decision for you and for what you want to get done.”

Both parties are working directly with Council member Francis Hutta to continue pushing the project forward.

Hutta, Denvers and Ferrentino discussed the cost and availability of materials and have yet to decide which material or warranty the complex roof needs.

Denvers said they are looking to use either 60 mil or 80 mil PVC roofing for the project and said the final scope of work will be complete shortly for Coaldale to make their final decision on moving forward with the company and the programs available.

Krapf said it is a priority to finish the roof as soon as possible. All parties are working toward the common goal of getting the needed information together to start looking for the material to complete the job.

Last month, council tabled the project after receiving just one bid for $162,500.

The former Coaldale High School building, a problem for several years, developed new leaks last summer.

The borough has been looking at grants, loans and fundraisers.
