Effort man surrenders after threatening to shoot troopers

An Effort man has been charged after a standoff that began with him threatening to shoot state troopers attempting to serve an arrest warrant.

At 11:17 p.m. April 6, Fern Ridge State Troopers Jonathan Lazarchick and Jason Beers responded to the 1400 block of Donalds Road, Effort, to attempt to serve a felony arrest warrant against Thomas Kram.

The interior lights of the residence were illuminated and a front door was wide open.

Troopers announced their presence and requested someone to come outside.

According to court papers, Kram answered from inside, telling police to “get out of here,” and then said, “I have a gun and will shoot you.”

Kram began to smash windows inside the residence and thrash belongings.

While troopers went back to their vehicle, Kram shot a round from a firearm inside the residence.

Police called Kram, who provided a false name of Omar Olinsky. Kram said that he had several firearms inside the residence and that he would use them to protect himself.

The state police Special Response Team was activated. After several hours, Kram surrendered, a state police release said.

Kram faces charges of recklessly endangering another person; resisting arrest/other law enforcement; simple assault; aggravated assault; terroristic threats with intent to terrorize another; harassment; false identification to law enforcement officer; disorderly conduct creating a hazardous or physically offensive condition; possession of firearm prohibited.

He is currently incarcerated in the Monroe County Prison in lieu of $100,000 monetary bail, and scheduled to have a preliminary hearing April 23 before District Judge Colleen Mancuso of Brodheadsville.
