Carbon County court — ARD

Fifteen first-time offenders were placed in Carbon County’s Accelerated Rehabilitation Disposition probation program last week by President Judge Roger N. Nanovic II.

If a person successfully completes all conditions of the program, their record will be wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.

All were placed on driving under the influence and related charges. All were placed for a year, unless otherwise noted.

Crystal Joy Brubacker,

37, of Lansford, was arrested on Jan. 1 by Lehighton police along First Street for a controlled substance.

She was assessed $650 for the cost of the program.

Dustin J. Christman,

39, of Palmerton, was arrested on Oct. 27, 2019, by state police at Lehighton along Pohopoco Drive in Towamensing Township, for a controlled substance and alcohol. A test revealed a 0.09 BAC and controlled substance present.

He was assessed $600 and his license was suspended for 60 days.

Edward John Dolinsky,

23, of Weatherly, was arrested on Dec. 28, 2019, along Stagecoach Road in Lausanne Township, by state police at Hazleton. A test revealed a 0.14 BAC.

He was assessed $500 and his license was suspended for 60 days.

Zachary Michael Freed,

27, of Lehighton, was arrested on Feb. 19, by state police at Lehighton along Wintergreen Road in Lower Towamensing Township. A test revealed a 0.16 BAC.

He was assessed $550 and his license was suspended for 60 days.

Cody Andrew Fronheiser,

20, of Palmerton, was arrested on Jan. 31 by Lehighton police along Route 443 for a controlled substance.

He was assessed $600 and his license was suspended for 90 days.

Garry Lynn Greer,

72, of Albrightsville, was arrested on Feb. 24 by state police at Fern Ridge along Eliot Lane, in Penn Forest Township. A test revealed a 0.21 BAC.

He was assessed $550 and his license was suspended for 60 days.

Travis John Labyack,

28, of Palmerton, was arrested on Aug. 31, 2019, by state police at Lehighton along Fireline Road in Lower Towamensing Township. A test revealed a 0.13 BAC.

He was assessed $500 and his license was suspended for 30 days.

Michelle Marie Moser,

25, of Hallstead, Susquehanna County, was arrested on Jan. 18 by state police at Lehighton along Behrens Road in Penn Forest Township. A test revealed a 0.21 BAC.

She was assessed $550 and her license was suspended for 60 days.

Andrea Nicole Nicolo,

24, of Palmerton, was arrested on Feb. 16 along Columbia Avenue by Palmerton police. A test revealed a 0.09 BAC.

She was assessed $450 and her license was suspended for 60 days.

Brett David Papay,

21, of Palmerton, was arrested on March 22 by state police at Lehighton along Fireline Road in Lower Towamensing Township. A test revealed a 0.13 BAC.

William Boyd Pettit,

25, of Kunkletown, was arrested on March 9 by state police at Lehighton along Stony Ridge Road in Lower Towamensing Township. A test revealed a 0.05 BAC and presence of a controlled substance.

He was assessed $600 and license suspended for 60 days.

He was assessed $500 and his license was suspended for 30 days.

Davinal Isaiah Roman,

21, of Coaldale, was arrested on Feb. 27 by Lansford police along Route 209 for a controlled substance.

He was assessed $600 and his license was suspended for 60 days.

Joseph Charles Stager,

19, of Lehighton, was arrested on Feb. 24 along Route 443 for a controlled substance.

He was assessed $600 and his license was suspended for 60 days.

Matthew C. Stanford,

52, of Doylestown, Bucks County, was arrested on Feb. 2, 2018, by state police at Lehighton along Little Gap Road in Lower Towamensing Township. He refused a test.

He was placed for two years and assessed $600, his license was suspended for 60 days and ordered to make restitution of $128.

Charles J. Wisocky Jr.,

69, of Palmerton, was arrested on July 13, 2017, along Delaware Avenue by Palmerton police, for a controlled substance.

He was assessed $650 and license suspended for 60 days.

Each defendant must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and must follow any recommendation of their drug and alcohol evaluation.
