A Carbon County man has been charged with violating the conditions of Megan’s Law as a registered sexual offender.

Summit Hill police said on Nov. 18, 2019, a complaint was received from the state police Megan’s Law unit in Harrisburg that Carlos Manuel Santiago, 48, an out-of-state offender, was required to report to a registration site annually during the 10 days prior to his initial registration date to complete verification. Santiago was required to report between Oct. 28 and Nov. 6, 2019, as of Nov. 18 he had not.

A letter was mailed to him at his registered address in Summit Hill but was returned by the postal service with a forwarding address of 838 E. Patterson St., Lansford. Santiago was required to report his change of address, from Summit Hill to Lansford, within three business days, and he did not. Police said he still has not contacted the authorities as required.

As a result on Jan. 3 Summit Hill police charged Santiago with two counts of failure to comply with registrations of sexual offenders, both felonies. The charges were filed in the office of District Judge Casimir T. Kosciolek of Lansford.
