Kidder honors departing solicitor; OKs plans

Decades of advice and counsel by attorney Daniel Miscavige came to a close at Kidder Township’s regular supervisors meeting Thursday night.

Miscavige, who had served as the township’s solicitor for 32 years, has stepped aside.

Supervisors led off the meeting with a presentation of a gift, and a heartfelt thanks, along with best wishes for his future endeavors.

The township has retained Miscavige’s firm, Gillespie, Miscavige and Ferdinand to provide its solicitor. Casey Gillespie of that firm was present.

Since this was the board’s last meeting of 2019, there was another goodbye, this one for supervisor Ray Gluck whose term ended.

Gluck was appointed to complete the term of Larry Polansky, who resigned in 2018. He was an elected supervisor from 2006 to 2011, then also filled in after Robert Lengle resigned in 2015. Gluck remarked that “It’s been a pleasure serving with you guys,” and “I’ll always be available.”

Newly elected supervisor Louis Pantages was present. He will be welcomed to the board on Jan. 6 at the reorganization meeting.

In regular business, supervisors granted conditional preliminary approval for Exeter Property Group’s new 922,000 square-foot warehouse to be built along Route 940 east of the Turnpike. Once all the agency approvals are in place, construction is planned for early summer — sooner if permits are approved.

Kidder’s vacant township secretary position was filled by Tammy McMahon, who for the past four years served as treasurer of Penn Forest Township. She was introduced to the board.

In other business, there was unanimous approval to the township’s 2020 budget at $1,609,194. There will be no increase in the township tax this year.

Manager Suzanne Brooks’ contract was renewed.

Part-time patrolman Vincent Morrow was added to replace Zachary Hineline, who resigned. Police committee chairman Bing LaFond hopes to find answers to retain more part-time officers.

Accounting firm Kirk, Summa and Co. was contracted to conduct the 2019 audit.

The board voted to contract with Keystone Conservation Trust for a natural resources inventory.

Roadmaster Bruce Berger reported that it’s been an icy start to this season, and that the township has order more salt and cinders.

He said he has a college student part-time working in the department until college resumes, so he is looking for another part-time person to start in January.

Supervisor Barbara Franzosa of the stormwater committee said they plan to fix issues on Kresge Lane and Kirk Street in 2020.

Supervisors voted unanimously to reimburse the Lake Harmony Watershed Preservation Group for the $871 that the group paid in permit fees for the Clean Flo Project.

Kidder Township will hold its annual reorganization meeting at 6 p.m. on Jan. 6.

The regular board of supervisors meeting will be Jan. 16 at 6:30 p.m. to conduct regular business. Meetings are held at the township building on Lake Harmony Drive.
