Who is going to pay?

Multiple storm sewers in downtown Jim Thorpeare in need of repair, but who will do the work was up for debate Thursday night at a borough council workshop.

The latest issue, according to council, is at a storm sewer near Highland Beverage on Susquehanna Street, which is a state road.Council, however, said the Pennsylvania Department of Transportation is giving the borough the responsibility for the fix."Just because the state tells municipalities they have to take over more responsibility doesn't mean we can afford to do the work," Councilman Jay Miller said.While stating that PennDOT is moving away from its local responsibilities, Miller used an example from March's major snowstorm."The lack of PennDOT plowing was very obvious on the west side," he said. "The Liberties were terrible. Our public services crew had to put the blades down in an emergency situation to keep the road open."Public Services Manager Vince Yaich said another storm sewer issue is waiting near the Carbon County Courthouse."It's not even a catch basin, it's a dirt hole with a cast iron ring and a grate sitting on top if it," Yaich said. "After 30 years of water washing around dirt, it's going to collapse."Yaich said the borough just completed 1,000 feet of work on its own pipes and catch basins."If we start doing the state's work, where is the money and manpower going to come from?" he said.Borough officials said they planned to set up a meeting with state Rep. Doyle Heffley to discuss the issue.
