West Penn discusses property complaints

West Penn Township supervisors focused on unkempt properties along multiple roads during its meeting Monday night. The board heard from its engineer and got updates on how cleaning projects were going.

Township engineer Bill Anders was asked by Supervisor Tony Prudenti to give updates on multiple properties, mostly along Mush Dahl Road, which were in disrepair.Prudenti called attention to nearly 10 properties, many of which were not properly secured. Anders and Prudenti talked about others that had uncut grass, debris, trash and vehicles on the property, which had to be moved.Anders said in driving along the road he had seen some improvements, but many still had seen no improvement since a code violation was noted by the board. Other violations involved a burned-out building not being secured, a trailer that had been leaking septic sewage, and a property that was being lived in illegally. Anders said an eviction of the latter property is likely to happen soon.Anders said that in many cases he would have to go through a magistrate to bring about more progress.The supervisors also discussed the following:• A bid for bituminous seal coating was opened and reviewed. The issue was tabled until the road crew could be consulted on the matter. Another bid for line painting was received, being the only one of three requested for the project.• Anders was assigned to compile a chart of comparative fee schedules for township engineers in neighboring townships. Prudenti said that the township was beginning to lose money in engineering fees.• Prudenti also suggested a consolidation of zoning permits into a larger permit. He said the number of permits the township issued was "getting out of hand." He also suggested that bonds be placed on demolition permits, as well as a reduction in the amount of time a zoning permit would be valid.• The board discussed the need for proof of homeowner's insurance in renting a community pavilion. After the board was asked for further detail on the topic, Prudenti said that the township's insurance consultant felt confident that any additional fee pay to rent the pavilion would be no more than $25.• The board approved two seasonal township workers, a member of the road crew and a supplemental cleaning person.
