Eleven first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program on Tuesday by Judge Joseph J. Matika.

If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Lorie Jean Bollinger, 59, of Palmerton, was placed for six months on a retail theft charge. She was arrested on Dec. 30, 2016, by Mahoning Township police at the Walmart store.She was assessed $650 for the cost of the program and ordered to render 25 hours of community service, make restitution to Walmart for $288.20 and stay out of the store.William John Cannon, 19, of Coaldale, was placed for six months on a charge of possession of a small amount of marijuana, He was arrested on Feb. 10 by Lansford police in the 100 block of West Abbott Street.He was assessed $450 and ordered to render 25 hours of community service.Anthony Keith Conesa, 21, of Glendale, New York, was placed on a driving under the influence charge. He was arrested on Jan. 4 along Interstate 80 in Kidder Township by state police at Fern Ridge. A test revealed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and his license was suspended for 60 days.Michael Scott Filosa, 49, of Albrightsville, was placed on a charge of possession of marijuana. He was arrested on Sept. 25, 2015, along Route 534 at the Madison Inn by Kidder Township police.He was assessed $450 and ordered to render 50 hours of community service and get a drug and alcohol evaluation and follow all recommendations for treatment.Casey Neil Garner, 26, of Palmerton, was placed on a DUI charge. He was arrested on Jan. 20 by state police at Lehighton along Lizard Creek Road in East Penn Township. A test revealed a 0.15 BAC.He was assessed $500 and ordered to render 50 hours of community service and his license was suspended for 60 days.Lawrence John Gulla Jr., 52, of Summit Hill, was placed for six months on a terroristic threats charge. He was arrested by Summit Hill police on March 15 at 50 E. Hazard St., during a domestic dispute.He was assessed $650 and ordered to render 50 hours of community service.Edith Gloria Keen, 41, of Albrightsville, was placed for 18 months on a charge of aggravated assault. She was arrested on Feb. 12 by Kidder Township police at 124 Tanglewood Drive. Police responded to a report of an intoxicated woman causing a disturbance. Keen was accused of assaulting officer John Pruitte Jr. while being taken into custody.She was assessed $450 and ordered to render 50 hours of community service and obtain a mental health evaluation.Juan M. Medina, 33, of Tobyhanna, was placed on a DUI charge. He was arrested on Aug. 3, 2014, along Interstate 80 in Kidder Township by state police at Fern Ridge. A test revealed a 0.16 BAC.He was assessed $650 and ordered to render 50 hours of community service and his license was suspended for 60 days.Amanda Jean Palisoc, 23, of Kresgeville, was placed on a charge of possession of a controlled substance. She was arrested by Mahoning Township police at the Walmart store.She was assessed $450 and ordered to render 50 hours of community service and stay out of the store.Shian Skye Pippet, 21, of Pine Hill, New Jersey, was placed on a charge of possession of a small amount of marijuana. She was arrested on June 14, 2014, by state police at Fern Ridge following a vehicle stop at the turnpike entrance and Route 940 in Kidder Township.She was assessed $650 and ordered to render 50 hours of community service.James Edward Schwab IV, 27, of Ocean City, New Jersey, was placed on a DUI charge. He was arrested on March 20 along Moseywood Lane by Kidder Township police. A test revealed a 0.28 BAC.He was assessed $550 and ordered to render 50 hours of community service and his license was suspended for 60 days.Each defendant must also pay court costs of about $1,000, a $50 per month supervision fee while in the program and those charged with DUI, follow all recommendations of their drug and alcohol evaluation.
