2017 Primary election: Register of wills

Two Democrats and two Republicans are vying to be the next register of wills/clerk of orphan's court in Carbon County.

Incumbent Judy Moon is retiring after 22 years in office.The register of wills is responsible for proving the validity of wills, and appointing an administrator in cases where someone dies without a will. They are responsible for collecting the state inheritance tax.As the clerk of orphan's court, they are also responsible for marriage licenses and adoptions, as well as the guardianship of children and incapacitated people.The four candidates all have some experience either in county government or as an elected official.One Democrat and one Republican will appear on the ballot in the general election this fall.Democrats• Connie Brown, of Palmerton, is the elected tax collector in Lower Towamensing Township, and has served as an attorney and notary for more than 20 years.She said that she already prepares many of the documents used in the register's office on behalf of clients, and has pledged to continue Moon's practice of traveling to people who are unable to come to the office in person.• Deborah Gigliotti, has worked in the register of wills office for 12 years, the past seven as Moon's first deputy. She has been an elected democratic committeewoman in Summit Hill for more than 10 years.She said she has gained vast experience in handling all aspects of the office, including complex issues that cannot be learned in a few weeks or even months.Republicans• Duane Dellecker, previously served as director of the Carbon County Department of Solid Waste, and program coordinator for the county's farmland preservation program.He recently served on the Lehighton 150th Anniversary Committee.Dellecker said he would like to bring his extensive knowledge of county and local government to the office.• Jean Papay has worked for the last six years as state Rep. Doyle Heffley's office manager, where she helps local residents with state-related issues. Before that, she worked for 20 years as a manager for companies including Lafarge North America and Continental Airlines Express. She also runs a cleaning company with her husband.She said her experience has prepared her to bring fresh ideas and run an efficient and effective office.TreasurerIn another county race, Democrat Ronald Sheehan is running unopposed for re-election as Carbon County treasurer.
