Nesquehoning man admits to threats while jailed

A Carbon County man admitted on Tuesday to making threats to kill a person while he was an inmate in the county prison.

He entered a plea before Judge Joseph J. Matika.Todd Bruce Costenbader, 53, of Nesquehoning, entered a guilty plea to one count of terroristic threats for an incident at the county prison on Nov. 3, 2016.Nesquehoning police filed charges against Costenbader, formerly of Lehighton, after they were notified on Nov. 4 by prison staff that Costenbader made several remarks about killing a person.Costenbader was already incarcerated in connection with an incident in Mahoning Township that happened in May 2016 and faces a charge of simple assault.According to the affidavit of probable cause, police were told by prison staff that Costenbader kept asking when he was going to get out of jail and then said that if he didn't get of out jail before Thanksgiving, he was going to "expletive kill her," referring to the victim in the Mahoning Township incident.Costenbader admitted that he made the threat on the victim's life the day before, but said he was angry that he would be in jail for Thanksgiving and that he was only joking and did not mean any of it.On Tuesday, defense attorney Gregory L. Mousseau, chief public defender, said his client has a history of mental health issues and is currently on various medications for those problems.Matika placed him on probation for a year and ordered he get a mental health evaluation and follow all recommendations for treatment, attend and complete anger management counseling, pay court costs of about $1,000, pay a $50 per month supervision fee while on probation and have no contact with the victim.Costenbader continues to be an inmate in the county prison and won't be released until he obtains an approved living arrangement. Mousseau told the court he will attempt to find a proper location for Costenbader due to his mental health issues.
