Slatington man arrested after handcuffing, hitting woman

A Lehigh County man who handcuffed a woman to a chair and slapped her in the face and breasts with a ruler and a hair brush was shot with a stun gun when he resisted arrest Monday afternoon.

Mark E. Rau II, 43, of Slatington, was arrested on charges of simple assault and false imprisonment of the woman for the incident which occurred on Sunday at Rau’s apartment in the 600 block of West Franklin Street.According to the affidavit of probable cause filed by Detective Timothy Wagner of the Slatington Police Department:Wagner was called on Monday to the apartment by a woman who said Rau assaulted her.The victim said she was handcuffed to a chair and assaulted with a ruler, a hair brush, and also slapped by Rau multiple times.Wagner transported the woman to the hospital where the injuries were documented.Rau was arraigned Monday night by District Judge Rashid Santiago on charges of simple assault, false imprisonment and harassment. He was committed to Lehigh County Jail under $7,500 bail.He was also arraigned on charges of resisting arrest and disorderly conduct, adding another $5,000 in bail.At 5:23 p.m. Monday, Wagner and officer Joseph Britt went to Rau’s apartment to arrest Rau.Rau answered the door and stepped outside when officers asked him to.Wagner ordered Rau to turn around and place his hands behind his back and told him that he was under arrest for the active warrant.Rau began to back away from Wagner. Wagner ordered Rau to stop. Wagner took Rau’s right arm as officer Britt took Rau’s left arm.They attempted to place Rau into handcuffs, but he began pushing his body off the side of his residence and pulled his arms away from the officers.Wagner told Rau he would deploy his stun gun if he continued to resist the officers. Rau continued to resist.Wagner stepped back from Rau and shouted “Taser, Taser, Taser,” and deployed the stun gun before handcuffing him.
