Schuylkill County President Judge William E. Baldwin has admitted three people charged by local police into the Accelerated Rehabilitative Disposition program.

Acceptance into the program is not an admission of guilt, and records may be expunged if the program is successfully completed.Michael A. Oswald, 54, Andreas: Charged by West Penn Township police with terroristic threats and harassment on July 12, 2015. Baldwin placed him in ARD for 12 months on the threats charge and ordered him to pay $350 to offset the cost of the program.He also ordered Oswald to perform 10 hours of community service, and to pay court costs and fees.Oswald was fined $100 on the harassment charge, and ordered to have no contact with the victim.Mark E. Marouchoc,51, Nesquehoning: Charged by Tamaqua police with driving under the influence on July 17, 2015. Baldwin placed him in ARD for 12 months on the threats charge, and ordered him to pay $500 to offset the cost of the program.He also ordered Marouchoc to pay $579 in restitution to Janelle Schaeffer and $15,589 to Penn National Insurance.Marouchoc's driver's license was suspended for 60 days, and he was ordered to enroll in the Alcohol Highway Safety School, to perform 10 hours of community service, and to pay court costs and fees.Stacey Simpkins,42, Coaldale: Charged by Coaldale police with driving under the influence, failing to keep right, careless driving, driving while her license was suspended, and disregarding traffic lanes on June 28, 2015.Baldwin placed her in ARD for 12 months, fined her $25 on the failing to stay in her lane charge, and ordered her to pay $500 to offset the cost of the program.Simpkins' driver's license was suspended for 30 days, and she was ordered to enroll in the Alcohol Highway Safety School, to perform 10 hours of community service, and to pay court costs and fees.The charges of driving while her license was suspended, disregarding traffic lanes, and careless driving were dropped.
