West Penn mulls over Andreas Road culvert

A bridge could eventually be installed on Andreas Road in West Penn Township.

That's after township officials met with a representative from the Department of Environmental Protection Monday morning as part of a site visit at the Andreas Road culvert.Township board of supervisors Chairman Jim Dean explained the purpose of the special meeting that resulted in a site visit."It has to handle a 25-year storm," Dean said. "The pipe that is there does not handle that."However, Dean said township officials have never seen that pipe overflow, which is why they are trying to have the township's engineers and DEP work out something where the township doesn't have to spend a significant amount on the project.Dean said discussions remain in the preliminary stage, and that the township's engineering firm is working with DEP to come up with a cost-effective plan that also promotes public safety."What bothers me is that we have about a 4-foot-wide pipe in there and DEP is saying we need a 27-foot wide span," he said. "We're just totally baffled by that."Following the meeting, supervisors said they would like the township's engineers to do studies and get together with DEP to re-evaluate and redesign the project.Supervisors said the cost of the bridge is unknown, that they will likely incur extra expenses with the project, and that it could become a multiyear project.The site visit marks the second time township officials conducted an on-site visit at the culvert.At that time, township officials were told previous estimates to install a box culvert would cost somewhere between $350,000 to $400,000.However, supervisors said that water continues to go down the pipe, and questioned the need for such a costly proposition.
