Palmerton school renovation plans need more work

Palmerton School District's plan for renovating its junior/senior high schools needs a little more work before it can proceed.

The Carbon County Planning Commission voted Tuesday to recommend conditional plan rejection for the lot line revision and land development plan for the $21 million school project until a number of issues are resolved.The plans called for a lot line revision of 11 parcels on a total of 55.4287 acres at 3525/3529 Fireline Road in Lower Towamensing Township; the construction of a 13,420-square-foot addition to the existing Palmerton Junior High School building, reconstructing the track and football field area with a synthetic turf and drainage system, installing a 450-seat visitor bleacher area, building a new softball field, repaving the parking areas and constructing two rain gardens.Ivan O. Meixell Jr., county planner, outlined 13 items that need to be addressed before the plan could be recommended for approval by the county planning commission.Larger problems include:• The lot line revision should be submitted separately from the land development plan. A new lot number and tax parcel number should be assigned by the Carbon County GIS/Mapping department.• A copy of the Pennsylvania Department of Transportation highway occupancy permit onto Fireline Road should be provided.• A letter from the Carbon County Conservation District regarding the erosion and sedimentation control plan should be submitted to the township.• A completed sewage facilities planning module and approval letter for the plan from the state Department of Environmental Protection should be submitted.• A development agreement between the township and school district guaranteeing the installation of all improvements per the requirements should be completed.• Technical specifications for the materials used for the synthetic surfaces should be provided and reviewed by the township engineer.• Details on the 450-seat visitor bleacher construction need to be submitted before final approval.• Comments from the Lower Towamensing Township engineer's review in May have not been addressed to date.
