Carbon loses $30K FCC rule change cuts commission for jail phone service

Carbon County will lose $30,000 a year from its inmate telephone service after the Federal Communications Commission changed regulations.

On Thursday, the county commissioners approved an amendment to the current agreement from 2011 with Global Tel*Link Corporationfor inmate phone services at the Carbon County Correctional Facility. The amendment implements the FCC-mandated rates, charges, fees and other requirements, effective June 1.Commissioner William O'Gurek said that he spoke with Warden Timothy Fritz regarding the change and said the prison will see a noticeable decrease in the revenue it receives from the service annually."We were averaging about $3,000 to $5,000 a month for usage," O'Gurek said. "Now, we will get about $3,000 to $5,000 a year instead of per month."The FCC changed its regulations to not allow commissions. Carbon County originally received 55 percent per minute on an inmate call, which costs 25 cents per minute.Now, under the new regulations, Carbon County will receive 2 cents per minute for recovery costs.In addition, an intake kiosk will be installed in the booking/records area of the prison at no additional cost to the county, Commissioner Thomas J. Gerhard said.In other matters, the commissioners approved an amendment to the agreement with IQ Voting Systems. The amendment increases the number of TSX electronic voting machines to be rented for the general election from 15 to 20 at an additional cost of $2,000.
