Carbon County court - ARDs

Eight first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program this week by President Judge Roger N. Nanovic II.

If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, then they would stand trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Those placed included:Mary Ann Hansen, 33, of Kutztown, was placed on a charge of driving under the influence. She was arrested on Nov. 25, 2015, along Route 903 in Penn Forest Township by state police at Lehighton. A test showed 0.12 BAC.She was assessed $500 for the cost of the program and her license was suspended for 30 days.David Wayne Rehrig, 54, of Jim Thorpe, was placed on a DUI charge. He was arrested on Nov. 21, 2015, along Centre Avenue by Jim Thorpe police. A test showed 0.24 BAC.He was assessed $600 and his license was suspended for 60 days.Frank Michael Trotta IV, 25, of Lehighton, was placed on a charge of possession of drug paraphernalia. He was arrested on Sept. 23 2015, in the area of 101 Susquehanna St., by Jim Thorpe police.He was assessed $450 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and zero tolerance imposed on drug and alcohol use.Jenna Frances Wilks, 30, of Effort, was placed on a DUI charge. She was arrested on Nov. 26, 2015, along Maury Road in Penn Forest Township by state police at Lehighton. A test showed the presence of a controlled substance.She was assessed $600 and her license was suspended for 60 days.Melanie PhobeWillis, 28, of Brooklyn, New York, was placed on a charge of insurance fraud. She was charged by the Northeast Pennsylvania Insurance Fraud counsel for stating she obtained insurance on a vehicle and listed an Indian Mountain Lakes development address but was really living in Brooklyn.She was assessed $450 and ordered to make restitution of $500 to Nationwide Insurance.Matthew Douglas Esser, 20, of Bear Creek, Luzerne County, was placed on a DUI charge. He was arrested on May 9, 2015, along Maury Road in Franklin Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 90 days.James Michael Hebebrand Jr., 19, of Northampton, was placed on a DUI charge. He was arrested on May 23, 2015, along Route 248 at Bowmanstown by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 90 days.January L. Ladd, 38, of Palmerton, was placed for six months on a charge of false reports. She was charged by Palmerton police for an incident at the police station on Nov. 27, 2015.She was assessed $450.Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program. Those placed on DUI charges must also follow any recommendations of their drug and alcohol evaluation.
