Justin L. Heiser, 29, of 64 Bridge St., Forksville, Sullivan County, waived the bulk of charges filed against him as he was scheduled for a preliminary hearing before District Judge Stephen Bayer, of Tamaqua, on April 13.

He waived one felony count of conspiracy to use another person's access device, 21 misdemeanor counts of conspiracy, seven misdemeanor counts of unauthorized use of an access device and a misdemeanor count of possession of drug paraphernalia to the Schuylkill County Court. Three felony counts of forgery were withdrawn by the arresting officer, McAdoo patrolman Andrew Hashagen. The charges stem from February 2015.Bail was set at $10,000 percentage. Unable to post the required 10 percent, Heiser was lodged in the county prison.Kayla Marie Cook, 23, of 124 Penn St., Tamaqua, waived her hearing on charges of conspiracy to commit retail theft and receiving stolen property. The charges were filed by Rush Township patrolman Corey Herring after a Dec. 14, 2015, incident.Cook was released on her own recognizance.Michael Joseph Harley, 54, of 317 Schuylkill Ave., Tamaqua, waived his hearing on a charge of making a false statement, while a charge of making a false statement in connection with a firearm purchase was withdrawn. The charges were filed by state trooper Alan Zulick after a Nov. 1, 2014, incident.Harley was released on his own recognizance.William Wayne Skeans, 29, of 931 Mahanoy St., Mahanoy City, waived a hearing on charges of making a false statement in connection with a firearm purchase and making a false statement to court. The charges were filed by Zulick in connection with a June 23, 2015, incident. A charge of criminal attempt to possess a prohibited weapon was withdrawn.Skeans was released on $20,000 bail.Todd Tedrick, 30, of 315 S. First St., Lebanon, waived a hearing on a charge of making a false statement, while a charge of making a false written statement in connection with a firearm purchase was withdrawn. The charges were filed by Zulick in connection with a May 15, 2015, incident.Tedrick was released on his own recognizance.Fred Welsh, 61, of 16 Fifth St., Kelayres, elected to have his case heard by the judge. He was charged with passing a bad check by Kline Township Police Chief John Petrilla in connection with a Dec. 14, 2015, incident.The charge was held for court.Welsh was released on his own recognizance.Two men scheduled for preliminary hearing had their cases withdrawn:Shane Evans, 29, of 243 W. Broad St., Tamaqua; andRobert Nicholas Pupko, 23, of 8 North St., Kelayres.
