A Schuylkill County judge imposed heavy penalties on a Delano woman charged with driving under the influence.
Heather L. Loar, 28, of Delano: Charged by Tamaqua police with endangering the welfare of children, two counts of driving under the influence, and careless driving on June 11, 2014.Judge James Goodman on Sept. 23 accepted her guilty plea to one count of driving under the influence. All other charges were dropped during plea negotiations.He sentenced Loar to one to five years in county prison, beginning Oct. 19, with credit for the three days she had already served. He also ordered Loar to pay $3,500 in fines, suspended her license for 36 months followed by 12 months of using an ignition interlock. Goodman ordered Loar to pay a total of $985 in restitution to two victims, obtain outpatient substance abuse counseling, successfully complete Alcohol Highway Safety School, perform 100 hours of community service, and pay costs and fees. Goodman also ordered Loar to obtain mental health counseling.Judges imposed rulings in other cases of people charged with driving under the influence.Joseph A. Spencer, 42, of Cressona: Charged by Tamaqua police with driving under the influence, driving with a blood-alcohol content of more than 0.16 percent, two counts of driving under the influence of a controlled substance, speeding and careless driving on Jan. 12.Spencer on Sept. 23 pleaded guilty to driving with a high alcohol blood count, for which he received a maximum of six months under supervision. All other charges were dropped during plea negotiations.Judge John Domalakes ordered Spencer to spend 15 days on house arrest with electronic surveillance, for which he'll pay $12 a day, followed by 45 days of strict supervision, followed by four months of probation. Domalakes fined him $1,000, and ordered him to successfully complete Alcohol Highway Safety School, suspended his driver's license for 12 months, ordered him to perform 10 hours of community service and pay costs and fees.Tony A. Mundo, 45, of Tamaqua: Charged by Rush Township police with two counts of driving under the influence, failing to drive on the right side of the road and improper turning on Nov. 22, 2014.Goodman accepted Mundo's guilty plea to one count of driving under the influence and sentenced him to 48 hours to six months in jail, beginning Oct. 12. He also fined Mundo $500, and ordered him to successfully complete Alcohol Highway Safety School, surrender his driver's license for one year, pay costs and fees and perform 10 hours of community service.Robert M. Dietrich, 40, of Lansford: Charged by Coaldale police with driving under the influence, driving under the influence of the highest rate of alcohol and disregarding traffic lanes on May 4, 2014.Domalakes accepted Dietrich's guilty plea to one count of driving under the influence. All other charges were dropped during plea negotiations. Domalakes sentenced him to five days to six months in jail. Dietrich must also surrender his license for one year, successfully complete Alcohol Highway Safety School, pay costs and fees and perform 20 hours of community service.Jonathan Cox, 23, of Breinigsville: Charged by West Penn Township police with two counts of driving under the influence, not having rear lights, and speeding on Aug. 1, 2014.Domalakes accepted Cox's guilty plea to one count of driving under the influence. The speeding charge was dropped during plea negotiations.Domalakes sentenced Cox to 90 days to five years in jail; fined him $1,500; suspended his license; ordered him to successfully complete Alcohol Highway Safety School, pay costs and fees, and perform 20 hours of community service. Domalakes fined Cox $25 and ordered him to pay fees for the lack of rear lights.
