12 first-time offenders in probation program
Twelve first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition program on Thursday by President Judge Roger N. Nanovic II.
If a person successfully completes all conditions of the program, their record is wiped clean. However, if they fail to complete it, or are revoked from it, then they will face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Keith Christopher Formisano, 41, of Jim Thorpe, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on Dec. 15, 2014, along Route 903 at Maury Road, in Penn Forest Township by state police at Fern Ridge.He was assessed $450 for the cost of the program and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment.Alexander S. Pysher, 24, of Jim Thorpe, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on Aug. 27, 2014, along Interchange Road in Franklin Township by state police at Lehighton.He was assessed $450 and ordered to get a D&A evaluation.Raymond Ruiz, 61, of Coal Township, Northumberland County, was placed for six months on a charge of possession of a small amount of marijuana. He was arrested on Jan. 1 along the turnpike in Kidder Township by state police at Pocono.He was assessed $450 and ordered to get a D&A evaluation.Jaricel Tavarez, 21, of Egg Harbor, New Jersey, was placed on a driving under the influence charge. She was arrested along Route 248 by Palmerton police. A test showed 0.19 BAC.She was assessed $550 and her license was suspended for 60 days.Andrew Justin Vega, 26, of Wilkes-Barre, was placed on a DUI charge. He was arrested on Aug. 31, 2014, along the turnpike in Kidder Township by state police at Pocono. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Joseph Bernard Bubble, 20, of Lehighton, was placed on a DUI charge. He was arrested on Jan. 23 along Hahns Dairy Road in Lower Towamensing Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and license suspended for 90 days.Emanuel Ostanos Castillo, 28, of Allentown, was placed on a DUI charge. He was arrested on May 25, 2014, along Club Road in Lower Towamensing Township by state police at Lehighton. A test showed 0.08 BAC.He was assessed $450.Johnny Eduardo DeLeon, 25, of Bethlehem, was placed on a DUI charge. He was arrested on Nov. 16, 2014, along Route 248 in Parryville by state police at Lehighton. A test showed 0.17 BAC.He was assessed $550 and his license was suspended for 60 days.Thomas Alan Helmer, 23, of Coaldale, was placed on a DUI charge. He was arrested on Nov. 30, 2014, along Maury Road in Franklin Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Edward Layne Hoppel, 24, of Palmerton, was placed on a DUI charge. He was arrested on Dec. 29, 2014, along Route 248 in Palmerton by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Jeremy Michael Long, 19, of Kunkletown, was placed on a DUI charge. He was arrested on Oct. 3, 2014, along 57 Drive in Towamensing Township. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 90 days.Akil Khalil Nicholas, 31, of Effort, was placed on a DUI charge. He was arrested on Aug. 28, 2014, along Franklin Avenue in Palmerton by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Michael Andrew Sullivan, 32, of White Stone, New York, was placed on a DUI charge. He was arrested on Dec. 31, 2014, along Route 209 in Towamensing Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and his license was suspended for 60 days.Each defendant must also pay court costs of about $1,000, and a $50 per month supervision fee while in the program.
