Incoming state police commissioner: Frein manhunt cost $11.7M

HARRISBURG State police spent an estimated $11.7 million on the investigation into the death of Cpl. Bryon K. Dickson II and the manhunt for his accused killer last fall.

The agency has absorbed those costs and doesn't need additional funding, State Police Commissioner-designate Col. Marcus Brown told lawmakers Wednesday.Brown said the agency is either adding or upgrading security systems at state police barracks across Pennsylvania as a result of the Sept. 12 ambush outside the Blooming Grove barracks that killed Cpl. Dickson of Dunmore and severely wounded trooper Alex T. Douglass of Olyphant.New leases for barracks include a requirement for a security system with cameras, he said. State police are evaluating existing systems at stations and adding systems at stations without them.The new cost estimate is $700,000 more than figures released by the state police last November after the 48-day manhunt in wooded terrain that led to the capture of Eric Matthew Frein of Canadensis. Frein, 31, faces charges in Pike County of first-degree murder in connection with the case.The cost breakdown includes $10 million for personnel expenses, including overtime pay, and $900,000 for operations.Key lawmakers offered to pass a supplemental appropriation last fall for the state police to cover the manhunt costs. But Brown told lawmakers the agency won't seek a supplemental appropriation.He said the agency has absorbed those costs by saving money with lower fuel expenses, delaying noncritical purchases, receiving a $1.8 million transfer from state budget reserves and watching overtime expenses following the manhunt.Law enforcement agencies in New York and New Jersey have received more than $500,000 in reimbursement for their assistance, said Lt. Col. George Bivens, deputy commissioner of operations.The state police are evaluating equipment needs in the wake of the manhunt, including equipping more troopers with GPS tracking devices in those situations, Bivens said.Brown and Bivens fielded questions about the manhunt from Rep. Mike Peifer, R-139, Greene Township, and Sen. Lisa Baker, R-20, Lehman Township, during separate appearances before the House and Senate Appropriations Committees.Baker said she is interested in providing state aid to help municipalities in Pike and Monroe counties recoup manhunt-related costs. The senator said a planned Senate hearing in Pike County on the manhunt operation is being delayed so it doesn't jeopardize the prosecution of Frein.Elsewhere, Brown said discussions are underway about moving a state police aviation unit from the Hazleton Regional Airport to the Wilkes-Barre/Scranton International Airport in Avoca.He said those discussions focus on implementing a statewide operations plan for aviation units considering such factors as geographical coverage, response times and public events.Gov. Tom Wolf has proposed a nearly $1 billion budget for the state police, a 9 percent increase. The state police would receive $240 million from the taxpayer-supported General Fund and $739 million from the Motor License Fund if approved by lawmakers.The proposal includes $9 million to pay for the training of 350 trooper cadets.
