Snow ordinance is in effect

Summit Hill Police Chief Joseph Fittos wants to remind borough residents that snow ordinances in the town are currently in effect.

Winter parking rules in the borough run from Nov. 1 through April 1.Fittos said from Dec. 15 through March 15, all boats, trailers and campers are required to be off borough streets. If this is violated, the owner of the item will be fined and it will be towed at the owner's expense.According to Summit Hill's winter parking ordinance, borough residents must also follow the parking rules when snow or ice storms occur.The borough is responsible for treating and clearing all streets within the Summit Hill limits. No private plowers or residents with snow plows are allowed to plow borough streets or pile snow on streets that are cleared from driveways or spaces.In the event of a snowstorm with accumulation of 3 inches or more, the clearing of streets will take place between 8 a.m. and 6 p.m. If it is still snowing after 8 a.m., the ordinance does not go into effect until the following day, when curb-to-curb plowing begins as follows:• Vehicles are prohibited to park on the odd-numbered (south and east) side of the streets between 8 a.m. and 6 p.m. the day following any snow or ice storm where there has been an accumulation of 3 inches or more. In the event of an additional 3 inches of snow, the same procedures apply.• Once all the odd-numbered sides of the streets are cleared, vehicles are prohibited to park on the even-numbered (north and west) side of the streets between 8 a.m. and 6 p.m. the next day to allow for the remainder of the borough streets to be cleared.The ordinance continues that no vehicle is allowed to park in any alley in Summit Hill if there is an accumulation of 3 inches of snow or ice until after the alley is cleared by borough crews following a storm.Kira Steber, borough secretary/treasurer, said the reason people can't park in alleys during snowstorms is because it is difficult for the trucks to get down the alleys to clear the roadways.If snow happens overnight, any vehicles parked in an alley should be removed by 8 a.m. so crews could clear the streets and alleys.The ordinance adds that the borough emergency route is the priority during and following storms when clearing streets to allow for a clear path in the event emergency vehicles must respond to an issue. Snow emergency routes include Amidon, Chestnut, Coal, Elm, Fell, Holland, Hazard, Lehigh, Linden, Ludlow, Market, Pine, Poplar, Oak, Spruce, Walter, Walnut, White and Vernon streets.Fittos said residents who live on White Street are now allowed to park normally as they do in the summer months.White Street residents used to be required to park downhill, but do not have to do so anymore.
