Forty-two defendants in pending criminal cases were placed in Carbon County's Accelerated Rehabilitation Disposition (ARD) probation program for first time offenders on Tuesday by Judge Steven R. Serfass, during a daylong court proceeding.

If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete it, or are revoked from it, they will face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Dr. Jose Parada, 51, of Kunkletown, was placed for two years on a charge of simple assault. He was arrested by state police at Lehighton for an incident on Nov. 29, 2012, with Georganna Connell the listed victim. The two had a relationship at the time and were returning from a restaurant when they got into an argument. Troopers alleged that Parada punched Connell in the face during the dispute.Serfass agreed to the ARD application because the victim and arresting officer agreed to it.Parada was assessed $450 for the cost of the program, and ordered to render 100 hours of community service, and attend and complete anger management counseling.Lauren Bugge, 19, of Lansford, was placed for 18 months on a charge of possession of a controlled substance-suboxone. She was arrested by Mahoning Township police on Aug. 9, 2012, following a vehicle stop along Mahoning Drive East.She was assessed $450 for the cost of the program, and ordered to get a drug and alcohol (D&A) evaluation and follow any recommendation for treatment, and render 80 hours of community service.Daniel A. Copes, 32, of Bloomsburg, was placed on a charge of possession of a controlled substance-marijuana. He was arrested on Sept. 29, 2012, by Lehighton police following a vehicle stop.He was assessed $450, and ordered to get a D&A evaluation, and render 50 hours of community service.George Michael Dougherty, 21, of Lansford, was placed on a charge of possession of a controlled substance. He was arrested on Aug. 9, 2012, by Mahoning Township police along Mahoning Drive East.He was assessed $450, and ordered to get a D&A evaluation,and render 50 hours of community service.Eric Ryan George, 21, of Orefield, Lehigh County, was placed on a charge of possession of marijuana. He was arrested on Sept. 22, 2012, along N. Firrst St., by Mahoning Township police.He was assessed $650, and ordered to render 50 hours of community service.Millie Hernandez, 28, of Lehighton, was placed on a charge of fraud-obtaining food stamps/assistance when not entitled to them. She was arrested by the Department of Welfare.She was assessed $450, and ordered to render 50 hours of community service, and make restitution to the state $1,636.68 in illegally obtained funds.Jesse Dale Krum, 20, of Lehighton, was placed on a charge of possession of a small amount of marijuana. He was arrested on Dec. 21, 2012, by Mahoning Township police along Mahoning Mountain Drive.He was assessed $450, and ordered to get a D&A evaluation, and render 50 hours of community service.Tayler Rhoades, 18, of Lehighton, was placed on a charge of possession of marijuana. She was arrested on Dec. 6, 2012, by Mahoning Township police along Mauch Chunk St.She was assessed $450, and ordered to get a D&A evaluation, and render 50 hours of community service.Dereck Joseph Swingle, 20, of Springville, Susquehanna County, was placed on a charge of possession of a controlled substance. He was arrested on Sept. 29, 2012, following a vehicle stop by Lehighton police along SR209.He was assessed $450, and ordered to get a D&A evaluation, and render 50 hours of community service.John Tworkowsky, 20, of Lehighton, was placed on a charge of theft by unlaweful taking. He was arrested on Dec. 5, 2012, by Mahoning Township police for an incident invovling Jeanine Graham as the victim and a necklace being stolen.He was assessed $450, and ordered to render 50 hours of community service.Shannon Louise Ahner, 29, of Shenandoah, formerly of Lehighton, was placed for two years on a charge of possession of a controlled substance-heroin. She was arrested on Oct. 26, 2012, by agents of the state Attorney General's office for an incident along W. Lizard Creek Drive in East Penn Township.She was assessed $450, and ordered to get a D&A evaluation, zero tolerance on D&A use, and render 100 hours of community service.Alice A. Carsia, 66, of Hazleton, was placed on a charge of accidents involving damage to attended vehicle/property. She was arrested on Oct. 16, 2012, by state police at Lehighton following a crash along SR248 in Parryville.She was assessed $650, and ordered to render 50 hours of community service.Matthew Scott Fritzinger, 23, of Lehighton, was placed on a charge of theft by unlaweful taking. He was arrested by Franklin Township police for an incident on July 22, 2012, and involving Stefanie Devine as the victim and the theft of her Iphone, which has since been returned to her.He was assessed $450, and ordered to render 50 hours of community service.Gerard George Nieroda, 20, of Kunkletown, was placed on a charge of possession of a controlled substance-oxycodone. Given a test, the result was .30BAC.He was assessed $550, and ordered to get a D&A evaluation, license suspended for 60 days, and render 50 hours of community service.Dean Michael Skala, 19, of Saylorsburg, was arrested on Aug. 12, 2012, by officers of the fish and game commission for operating a watercraft while under the influence of a controlled substance-marijuana. The incident occurred at Beltzville Lake in Towamensing Township.He was assessed $600, and ordered to get a D&A evaluation, his boating license was suspended for six months, and he must render 50 hours of community service.Each defendant must also pay court costs, which average close fo $1,000, and pay a $50 per month supervision fee while in the program.
