Seventeen first time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition (ARD) probation program recently the county judges.

If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete the program, or are revoked from it, the Commonwealth reserves the right to prosecute them on all pending charges. A person does not admit guilt in entering the program.All were placed for a year.Placed by President Judge Roger N. Nanovic II were:Alexander Foreman, 26, of Lehighton, was placed on a charge of theft by unlawful taking. He was arrested by Franklin Township police for an incident on Sept. 5, 2012, with Beth Vosburgh the listed victim.He was assessed $450 for the cost of the program and ordered to make restitution in an amount to be determined by the adult probation office.Jesse Green, 22, of Palmerton, placed on a charge of driving under the influence (DUI). He was arrested on July 21, 2012, along Hahns Dairy Road, in Lower Towamensing Township, by state police at Lehighton. Given a test, the result was .08BAC.He was assessed $450 and ordered to get a drug and alcohol (D&A) evaluation and follow any recommendation for treatment.Barry D. Moreira, 66, of Lehighton, was placed on a DUI charge. He was arrested on Aug. 4, 2012, along SR248 in Parryville by state police at Lehighton. Given a test, the result was .16BAC.He was assessed $550 and ordered to get a D&A evaluation, and his license suspended for 60 days.Kelby Nelson Roberts, 28, of Kunkletown, was placed on a charge of possession of a small amount of marijuana. He was arrested on July 3, 2012, following a vehicle stop along Delaware Avenue in Palmerton by state police at Lehighton.He was assessed $450, and ordered to get a D&A evaluation, and render 20 hours of community service.Jean Carlos Torres, 28, of Palmerton, was placed on a DUI charge. He was arrested on July 8, 2012, along Pohopoco Drive, by Franklin Township police. Given a test, the result showed the presence of a controlled substance.He was assessed $600, and ordered to get a D&A evaluation, and license suspended for 60 days.Zachary Wayne Watson, 20, of Lehighton, was placed on a charge of persistent disorderly conduct. He was arrested on Aug. 8, 2012, in the 300 block of Alley E, by Palmerton police.He was assessed $450, and ordered to get a D&A evaluation, zero tolerance for D&A use, and render 50 hours of community service.Zbigniew Gorski, 43, of Emmaus, was placed on a DUI charge. He was arrested on Aug. 11, 2012, along Canal St., in Franklin Township, by state police at Lehighton. She was arrested on Aug. 21, 2012, in the area of 697 Hemlock Drive, in Mahoning Township, by township police.She was assessed $450, and ordered to get a D&A evaluation, and render 50 hours of community service.Kyle Wayne Brodt, 23, of Albrightsville, was placed on a charge of possession of a controlled substance. He was arrested on March 28, 2012, along SR534 in Kidder Township by state police at Lehighton.He was assessed $450, and ordered to get a D&A evaluation, and render 50 hours of community service.Joshua Michael Dean, 22, of Albrightsville, was placed on a DUI charge. He was arrested on Sept. 3, 2012, along North St., by Jim Thorpe police. Gaydoscik, 68, of West Hazleton, was placed on a charge of theft by unlawful taking. She was arrested on July 13, 2012, by Mahoning Township police for an incident involving Sandra Whiteman as the victim and the theft of various jewelry.She was assessed $450, and ordered to make total restitution of $4,304, and render 50 hours of community service.Chenise Marie Gregory, 21, of Bath, was placed on a charge of DUI. She was arrested on March 28, 2012, along SR534 in Penn Forest Township, by state police at Lehighton. Given a test, the result showed the presence of a controlled substance.She was assessed $600, and ordered to get a D&A evaluation, license suspended for 90 days, and render 50 hours of community service.Christine A. Gutowski, 31, of Vineland, N.J., was placed on a DUI charge. She was arrested on Sept. 8, 2012, along North St., by Jim Thorpe police. Wernett, 24 of Jim Thorpe, was placed on a charge of DUI. Wernett was arrested on July 21, 2012, along Mahoning St., by Lehighton police. Given a test, the result was .18BAC.Wernett was assessed $550, and ordered to get a D&A evaluation, license suspended for 60 days, and render 50 hours of community service.Each defendant must also pay court costs, which average about $1,000, and pay a $50 per month supervision fee while in the program.
