N.Y. resident facing charges

A New York state man is facing several charges, including violating a protection from abuse (PFA) order, and fleeing and attempting to elude police.

Pocono Mountain Regional police identified the man as Jean M. Philogene, 37, of New York City.According to police the incident occurred on Aug. 13. Earlier in the day a female who resides along Devon Road, in Pocono Farms East, in Coolbaugh Township, reported a male was driving by her home, who was later identified as Philogene, in violation to a PFA order the woman had obtained that day.Philogene left the area prior to the arrival of police and was not located. Later, about 11:08 p.m., police were called back to the area and found a vehicle parked a few houses away which belonged to Philogene. Police checked the area and were unable to find him.Police then took up a position near the vehicle and waited. Later Philogene appeared and got into his van, police said, and drove away. Officers attempted to conduct a traffic stop but Philogene swerved at the patrol unit forcing it off the road. Philogene then sped away at a high rate of speed turning off the headlights on the van. During the pursuit Philogene ran a red light at the intersection of Kings Way and SR196.Because of the speed, area road, and the neighborhood, police did not continue the pursuit. A short time later officers discovered Philogene's vehicle in the front yard of a house and found that he had fled on foot. K-9 unit Niko was called to the scene but could not pick up his scent.Later officers were notified by the communications center about a man wearing all black flagging down cars along SR196 at Green Rd.The K9 Niko and its handler, Cpl. Nero, made contact with Philogene and after failing commands to stop, Niko was deployed. During the foot pursuit with Niko, Philogene punched the dog in the head but was soon apprehended by the animal.Philogene was taken into custody and transported to an area hospital for injuries to his back. He was later released and taken to the county prison in Snydersville for video arraignment.Philogene has been charged with reckless endangerment, fleeing and eluding, resisting arrest, striking a police animal, driving without lights to avoid apprehension, and violating the PFA order.
