Budget talks began last night in Summit Hill, but little progress was seen on determining the 2012 fiscal situation.

Council President Joseph Weber said another budget session is scheduled for next Tuesday, Dec. 6, at 7 p.m. during which the council members will do a line-by-line analysis of budgetary figures.The discussion at last night's session was basically on generalities. Council members indicated that without the line-by-line scrutiny, it is impossible to get a grasp of anticipated expenses and income.Borough secretary Susan Gibiser, who was hired by the borough several months ago, said the cost of workers' compensation has virtually doubled for 2012. The cost of workers' compensation for 2011 was $34,306.48. The expected cost in 2012 is $68,054.An increase in employee health insurance and contract negotiations with the borough police department have the council unsure of the expense amounts of those two line items for 2012.Four of the seven council members attended last night's budget meeting. Besides Weber, they included Michael Alabovitz, Michael Kokinda, and Bill Chapman.Absent were Ken Boyd, Harry Miller, and John O'Gurek.Most of the council members in attendance expressed concern that the figures they saw indicated a financial deficit for 2012.In other matters last night, the council agreed to hire William Frantz as a new borough worker, pending the results of his physical exam.Frantz replaces Joe Williams, who has retired.
