Six first time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Dispositon (ARD) probation program on Thursday and Judge Steven R. Serfass.

If a person successfully completes all conditions of the program their record his wiped clean. However, if a person violates a condition, or is revoked, the Commonwealth reserves the right to prosecute them on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Francis D. Blasko Jr., 22, of Lansford, was placed for six months on a charge of firearms not to be carried without a license. He was arrested on Nov. 26, 2009, by Summit Hill police for having an unregistered .22-caliber revolver in his possession.He was ordered to pay $500 for the cost of the program and render 15 hours of community service.Emmanuel Cabrera, 32, of Nesquehoning, was placed on a charge of driving under the influence (DUI). He was arrested on Feb. 5 along E. Main St., in Weatherly. Given a test, the result was .28BAC.He was ordered to pay $450 for the cost of the program, get a drug and alcohol (D&A) evaluation and follow any recommendation for treatment, license suspended for 60 days and must render three hours of community service per month while in the program.Peter J. Collins, 28, of Drums, Luzerne County, was placed on a charge of DUI. He was arrested on Aug. 3, 2009, along E. Main St., in Weatherly. A test revealed the presence of a controlled substance in his system.Serfass ordered he pay $450 for the cost of the program, get a D&A evaluation, license suspended for 60 days and must render three hours of community service per month while in the program.Megan M. Dougherty, 35, of Wilkes-Barre, was placed on a DUI charge. She was arrested on Feb. 22 along the northeast extension of the turnpike in Kidder Township after being involved in an accident. A test revealed a .20BAC.She was ordered to pay $450 for the cost of the program, get a D&A evaluation, license suspended for 60 days and render three hours of community service per month while in the program.Stacie Fisher, 31, of Tamaqua, was placed for a year on a charge of possession of a controlled substance-zopiden. She was arrested on April 13, 2009, by agents of the state Attorney General's office for an incident in the area of 28 W. Ridge St., Lansford.Serfass ordered her to pay $500 for the cost of the program, get a D&A evaluation and render 15 hours of community service.Joshua E. Gattine, 20, of Hazleton, was placed on a DUI charge. He was arrested on Sept. 26, 2009, along Broad St., in Beaver Meadows. Given a test, the result showed the presence of a controlled subsance in his system.He was ordered to pay $500 for the cost of the program, get a D&A evaluation, license suspended for 90 days and render three hours of community service per month while in the program.Each defendant must also pay court costs and a $50 per month supervison fee.
