A Mahanoy City man must pay $1,500 in fines connected to his arrest June 7, 2018, by Rush Township officer Ryan Oldt. Oldt arrested Joseph A. Lumia-Amison

and charged him with possession of marijuana and use or possession of drug paraphernalia. Lumia-Amison pleaded guilty March 12, and Judge James P. Goodman imposed the fines, which are $500 on the possession charge and $1,000 on the paraphernalia charge.

Lumia-Amison must also pay $100 to the substance abuse education fund, a $239 lab fee and $50 to the District Attorney’s office.

In rulings made March 15, President Judge William E. Baldwin admitted three into the ARD program:

Toni M. Chia

, 34, Tuscarora, was arrested July 12, 2018, by Pennsylvania State Police-Frackville trooper Michael Blasé. She was charged with receiving stolen property. She must pay restitution of $948, $350 to Schuylkill County to defray the cost of ARD and $50 to the CJEA. She will be on probation for 12 months and must pay a $50 a month supervision fee, plus serve 10 hours community service.

Matthew E. Boorman

, 21, Downington, was arrested Aug. 10, 2018, by Rush Township police chief Kenneth Zipovsky and charged with possession of marijuana, use or possession of drug paraphernalia and driving an unregistered vehicle. Boorman will be on probation for 12 months on the use or possession of drug paraphernalia charge and must pay a $50 per month supervision fee. He must pay a state lab fee of $239, $350 to Schuylkill County to defray the cost of ARD, $100 to the substance abuse education fund, $50 to the CJEA. He must perform 10 hours of community service.

Nefy Carbonell-Espinosa

, 36, West Hazleton, was arrested July 5, 2018, by McAdoo police officer Steven Torres. He was charged with DUI/controlled substance, possession of marijuana, use or possession of drug paraphernalia, driving while privileges are suspended or revoked, improper sun screening and obscuring the registration plate. Carbonell-Espinosa will be on probation for 12 months.

He must pay $500 to Schuylkill County to defray the cost of ARD, plus $520 to Lehigh Valley Health Network, $75 to MCARE, $50 to the CJEA, $100 to the substance abuse education fund and $25 to EMS. Fines for obscuring the registration plate total $102. He must perform 10 hours of community service. The driving under suspension and improper sun screening charges were dropped.

In another ruling March 15, Baldwin imposed a 12-month probation sentence on John E. Coburn

, 53, Summit Hill. Coburn was arrested Aug. 26, 2018, by Coaldale police officer James Bonner. He was charged with terroristic threats, simple assault and harassment.

On the simple assault charge, Coburn will be on probation for 12 months and must pay $50 a month supervision fee. He must also pay $50 to the CJEA. The terroristic threats and harassment charges were dropped.
