Seven first-time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition probation program last week by Judge Steven R. Serfass.

If a person successfully completes all conditions of the program their record will be wiped clean. However, if they fail to complete it or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year.David Christopher Carroll, 46, of Albrightsville was placed on a driving under the influence charge. He was arrested on Dec. 20, 2015, by Kidder Township police.He was assessed $550 for the cost of the program, ordered to render 50 hours of community service and his license was suspended for 60 days.Samantha Lee Goodhile, 19, of Lansford, was placed on a charge of possession of drug paraphernalia. She was arrested on March 18 by Lehighton police in the 100 block of South Second Street.She was assessed $450 and ordered to get a drug and alcohol evaluation and follow any recommendation for treatment and render 50 hours of community service.Colton Matthew Knox, 21, of Jim Thorpe, was placed on a DUI charge. He was arrested on March 5 by Lehighton police at routes 209 and 443. A test showed 0.22 BAC.He was assessed $650, ordered to render 50 hours of community service and his license was suspended for 90 days.Vishal Satyanan Raju, 35, of Jersey City, New Jersey, was placed on a charge of false and fraud insurance claim. He was charged by the Northeast Pennsylvania Insurance Fraud group for applying for automobile insurance listing an Albrightsville address but actually living in New Jersey.He was assessed $650 and ordered to render 50 hours of community service.Chad Timothy Roman, 45, of Albrightsville, was placed on a charge of simple assault. He was charged by state police at Fern Ridge for an incident on April 7 at aQuincy Lane address in Penn Forest Township during a domestic dispute with his wife.He was assessed $450 and ordered to get a drug and alcohol evaluation, render 50 hours of community service, and attend and complete anger management counseling.James M. Kattner, 76, of Jim Thorpe, was placed on a charge of materially false written statement. He was charged by Franklin Township police for an incident on Dec. 23, 2015, at Buck's Sporting Goods, 47 Indian Road, for providing false or inaccurate information on an application for the purchase of a firearm.He was assessed $450 and ordered to render 50 hours of community service.Roman Serafin, 58, of Saddle Brook, New Jersey, was placed on a DUI charge. He was arrested on Nov. 25, 2015, along Fairyland Road in Franklin Township by state police at Lehighton. A test showed 0.21 BAC.He was assessed $550, ordered to render 50 hours of community service and his license was suspended for 60 days.Each defendant must also pay court costs of about $1,000 and a $50 per month supervision fee while in the program. Those charged with DUI must also follow any recommendations contained in their drug and alcohol evaluation.
