A total of 11 defendants in pending criminal cases were placed in Carbon County's Accelerated Rehabilitation Disposition probation program recently by Judge Steven R. Serfass.

People who successfully complete all conditions of the program has the record wiped clean. However, if they fail to complete it, or are revoked from it, then they would face trial on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Guy David Bowman, 59, of Lehighton, was placed on a charge of driving under the influence. He was arrested on Oct. 31, 2015, along Blakeslee Boulevard by Lehighton police. A test showed 0.21 BAC.He was assessed $550 for the cost of the program and ordered to render 50 hours of community service and license suspended for 60 days.Sean Matthew Conklin, 24, of Blakeslee, was placed on a DUI charge. He was arrested on Sept. 25, 2015, along Old Stage Road in Penn Forest Township by state police at Fern Ridge. A test revealed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.Peter Michael Costalas, 26, of Walnutport, was placed on a DUI charge. He was arrested on June 27, 2015, along Little Gap Road in Lower Towamensing Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $600 and ordered to render 50 hours of community service and license suspended for 60 days.Brandon Dylan Mangual, 20, of Jim Thorpe, was placed for two years on a charge of terroristic threats and related counts. He was arrested on Jan. 7 by state police at Fern Ridge for an incidentin the 100 block of Autumn Lane in Penn Forest Township, with his grandmother the listed victim. Serfass said he was accepting the recommendation for ARD treatment because the victim and arresting officer agreed to it.He was assessed $450 and ordered to get both drug and alcohol and mental health evaluations, render 100 hours of community service, attend and complete anger management counseling, zero tolerance for drug and alcohol and have no contact with the victim, Judith Rogers.Mallory Danielle McKeone, 28, of New Ringgold, was placed on a DUI charge. She was arrested on July 31, 2014, along Maury Road in Penn Forest Township by state police at Lehighton. A test showed the presence of a controlled substance.She was assessed $650, ordered to render 50 hours of community service and her license was suspended for 60 days.Jacob Robert Praschnik, 22, of Coaldale, was placed on a DUI charge. He was arrested on Sept. 19, 2015, along Route 209 in Towamensing Township by state police at Lehighton. A test showed the presence of a controlled substance.He was assessed $550, ordered to render 50 hours of community service and his license was suspended for 60 days.Joshua Charles Rex, 26, of Lehighton, was placed on a DUI charge. He was arrested on Sept. 20, 2015, along Second Street in Lehighton by state police at Lehighton. A test revealed the presence of a controlled substance.He was assessed $600, ordered to render 50 hours of community service and his license was suspended for 60 days.Levi A. Serfass, 23, of Bowmanstown, was placed on a DUI charge. He was arrested on Aug. 21, 2015, along Fireline Road in Lower Towamensing Township by state police at Lehighton. A test showed 0.24 BAC.He was assessed $550, ordered to render 50 hours of community service and his license was suspended for 60 days.William Allen Sharbaugh Jr., 22, of Lehighton, was placed on a DUI charge. He was arrested on Sept. 12, 2015, along Franklin Street in Weissport by state police at Lehighton. A test showed 0.21 BAC.He was assessed $550, ordered to render 50 hours of community service and his license was suspended for 60 days.Michael Alex Sullivan, 21, of Havertown, Delaware County, was placed on a DUI charge. He was arrested on Sept. 21, 2015, along the turnpike by state police at Pocono. She was arrested on July 15, 2015, along Route 209 in Franklin Township by state police at Lehighton. A test revealed the presence of a controlled substance.She was assessed $600, ordered to render 50 hours of community service and her license was suspended for 60 days.Each defendant placed on a DUI charge must also follow all recommendations of their drug and alcohol evaluation.
