Supervisors work toward completing Route 903 park

Monday evening's board of supervisors meeting in Penn Forest Township included a status on the new park by Barry Isett's Greg Pavlick.

Pavlick is prepared to tighten up the plans for the next phase of the park.This phase will include laying out the actual playing fields. The discussion centered on what specific types of fields would be needed."Field 2 and 3 will be big enough to accommodate a regulation soccer field," Pavlick said.Pavlick also said that since a football field is smaller than a soccer field that one of the fields could be used for both soccer and football.He said lacrosse is also becoming popular and that these fields could be adapted for that as well.There will also be two smaller soccer fields and a Little League baseball field. The revised plan includes only one tennis court and two basketball courts.This phase originally called for a pavilion and restrooms. The board decided to delete those items at this time.Pavlick estimated the next phase will cost approximately $1 million."The park has already cost $1.4 million," Pavlick said. "But 60 percent of that was stormwater design and construction that is underground. With this phase you will really be able to see the work."The supervisors instructed Pavlick to prepare the bid package for the next phase."I want to start looking at numbers," Supervisor Phil Shedaker said. "We need to see what the costs are and where they are going. Then we can better decide how we want to spend the money."Pavlick addressed the maintenance schedule for the new growing surfaces already located at the park."I have a maintenance schedule for the fields at the park," said Pavlick. "These are specific to playing fields."The issue of maintaining the new fields raised a more serious issue for Chairman Warren Reiner."We need water and electricity soon," Reiner said. "If we should have one or two dry months, we could lose everything (the grass). We need to proceed with digging a well, and we will need electricity to run the pump. This should really be a minimum cost and should be done before next meeting."Reiner estimated that the cost of the well, the pump kit and the running of an overhead electric line will be well under $10,000."We will build a shed for the pump ourselves, that will save us money as well," Reiner said.After the meeting, Reiner indicated that the township would like to open the park hopefully by Memorial Day, but that the plans are still not definite.The board also approved a motion to purchase a 26.5-horsepower mower with a 60-inch deck and a 21.5-horsepower mower with a 48-inch deck, as well as a spreader that will be mounted on the Kubota tractor, which the township already owns. The total for the three pieces will be $16,193 and will be purchased from Co-Stars approved vendor Ag Industrial.In other business, the township will be replacing the outdoor lighting at the township building with more energy-efficient lights. There will be four new poles in the front of the building and one in the rear. The total cost will be $3,835.The township also adopted a resolution authorizing the supervisors to intervene in the matter of the proposed PennEast pipeline on behalf of the township residents.The township voted to hire Katrina White as an administrative assistant at a rate of $13.25 per hour.Bills were paid in the amount of $51,856.67.The next meeting will take place at 7 p.m. June 1. The township building will be closed on May 25 for Memorial Day, but the transfer station will be open on May 25.
