12 first offenders placed in Carbon probation program
Twelve first time offenders in the criminal justice system were placed in Carbon County's Accelerated Rehabilitation Disposition (ARD) probation program on Thursday. The 13 were placed by President Judge Roger N. Nanovic II and Senior Judge Richard W. Webb.
If a person successfully completes all conditions of the program their record is wiped clean. However, if they fail to complete the program or are revoked from it the Commonwealth reserves the right to prosecute them on all pending charges. A person does not admit guilt in entering the program.All were placed for a year, unless otherwise noted.Those placed by Judge Nanovic were:Destiny Bookhardt, 18, and Corey D. Rehrig, 21, both of Jim Thorpe, were both placed on charges stemming from the same incident. Bookhardt was charged with furnishing alcohol to minors and Rehrig with corruption of minors. Both were charged for an incident on March 13 along E. High St. in Jim Thorpe.Both were ordered to pay $350 each for the cost of the program and each render 15 hours of community service.Paul Johnston, 20, of Lehighton, was placed on a charge of driving under the influence (DUI). He was arrested on April 4 along Hemlock Drive, in Mahoning Township. Given a test, the result was .15 BAC.He was ordered to pay $400 for the costs of the program, get a drug and alcohol (D&A) evaluation and follow any recommendation for treatment and license suspended for 60 days.Daniel Jere Oswald, 26, of Lehigthon, was placed on a DUI charge. He was arrested on April 2 along Bridge St., in Lehighton. Given a test, the result was .19 BAC.He was ordered to pay $500 for the costs of the program, get a D&A evaluation and license suspended for 60 days.Kristen Annell Wagstaff, 26, of Summit Hill, was placed on a charge of criminal conspiracy-drug possession. She was arrested on May 21 by agents of the state Attorney General's office.She was ordered to pay $350, render 15 hours of community service, zero tolerance on D&A use, and agreed to let members of the county's Office of Children and Youth to conduct spot inspections of her residence.Those placed by Judge Webb were:Philip Rodulf Cerami Jr., 19, of Kennett Square, Chester County, was placed on a charge of DUI. He was arrested on April 3 along SR209 in Franklin Township. A blood test revealed the presence of a controlled substance.He was ordered to pay $450, get a D&A evaluation and license suspended for 60 days.Mary Ellen Kester, 29, of Jim Thorpe, was placed on a charge of DUI. She was arrested on April 26 along Weiler Rd., in Penn Forest Township, by state police at Lehighton. Given a test, the result was .30 BAC.She was ordered to pay $450, get a D&A evaluation, and license suspended for 60 days.Timara Marie Reed, 20, of Jim Thorpe, was placed on a charge of possession of drug paraphernalia. She was arrested on Feb. 3 in the at the Mahoning Inn along Blakeslee Blvd., Lehighton, by borough police.She was ordered to pay $500 and render 15 hours of community service. She was placed for six months.Ashlee Tinley, 18, of Jim Thorpe, was placed on a charge of retail theft. She was arrested on June 20 at the Walmart store in Mahoning Township, for allegedly taking $220.93 worth of merchandise.She was ordered to pay $350 and render 15 hours of community service.Samantha Jo Whah, 21, of Tamaqua, was placed on a charge of operating a vehicle without a valid license. She was arrested on April 9, in the 200 block of S. Ninth St., Lehighton.She was ordered to pay $350 and render 10 hours of community service.Megan Yarnell, 23, of Lansford, was placed on a charge of persistent disorderly conduct for an incident on June 3 along S. First St., Lehighton. She was also placed for an incident the same day that occurred in Jim Thorpe in which she was charged with hit and run. Police said she fled the accident in Jim Thorpe and was stopped by Lehighton police where she caused a disturbance.She was ordered to pay $350 and render 30 hours of community service. She was placed for two years.Cynthia L. Zellner, 47, of Lehighton, was placed on a charge of burglary. She was arrested on July 9, 2008, for an incident at the Giant Market in Mahoning Township.She was ordered to pay $350 and render 15 hours of community service. Her placement is for six months.Each defendant must also pay court costs and a $50 per month supervision fee while in the program.
