The Summit Hill Recreation Commission named Policeman Joseph Tout to be the grand marshal of the resurrected, upcoming community Halloween Parade.
Chairperson Kendra Kokinda, in announcing the grand marshal, presented Tout a plaque and recognized his fast action in October when he officer responded to an odor investigation on East White Street, gained access to the residence and awakened a woman who was overcome by carbon dioxide.
Tout and two firemen from the Diligence Fire Company No. 1, Summit Hill, removed the woman from the home.
The officer and firemen later determined the CO level in the home was in the 400 parts per million level range. The Consumer Product Safety Commission states it only takes 200 parts per million to cause death.
