A Stroudsburg man has waived charges to Monroe County Court after authorities said he threw several improvised explosive devices toward a neighboring property.

According to court records, state police were called to a reported neighbor dispute on Sept. 20 at a home in the 100 block of Spruce Woods Road in Jackson Township.

Police said the investigation found that Jeffrey Schuler, 66, threw three improvised explosive devices toward a neighboring property during an ongoing dispute.

Before one of the devices exploded, Schuler allegedly sent the victim a text message that read, “I guarantee that place won’t be standing when I am done.”

Police said the device exploded near the neighboring residence, which was occupied by four people at the time.

Authorities said Schuler later surrendered to troopers and admitted his involvement in the incident. He also directed investigators to the area where the device exploded. Troopers reported finding a blast site and fragments consistent with an explosion.

Schuler is charged with weapons of mass destruction, arson endangering property, possession of explosive or incendiary materials, terroristic threats and disorderly conduct.

He remains free on $80,000 unsecured bail and is scheduled for formal arraignment in Monroe County Court of Common Pleas on Nov. 9.
