The Monroe County commissioners approved new rates for the Monroe County Transportation Authority’s Shared Ride program, effective Oct. 1.

The full fare rates for the Shared Ride Program are: 0 to 4 miles, $23; 4 to 8 miles, $26; 8 to 12 miles, $30; 12 to 16 miles, $36; 16 to 20 miles, $42; 20 to 30 miles, $52; and more than 30 miles, $63. The Area Agency on Aging fares for seniors are: 0 to 4 miles, $1.95; 4 to 8 miles, $1.40; 8 to 12 miles, $2; 12 to 16 miles, $2.65; 16 to 20 miles, $3.30; 20 to 30 miles, $4.30; and more than 30 miles, 95 cents. The Pennsylvania lottery funds 85% of the fares for seniors 65 years old and older.

The following items were also approved this month concerning departments in the county government:

• Fiscal/Grants — Submittal of the Fiscal Year 2027 STOP Formula Grant program 2025-2027 continuation from Jan. 1, 2027 to Dec. 31, 2027, for $125,000, to improve services to victims and survivors of sexual assault, domestic violence, dating violence and stalking; amend motion on Jan. 21 to approve Continuum of Care FY2024 for $69,554 to move $15,000 from Pocono Area Transitional Housing to other contracted services for rental assistance, and submittal of the Medical Assistance Transportation Program Participation Grant Agreement and Assurance of Compliance with the Department of Human Service from July 1, 2026 to June 30, 2027.

• Fiscal/Grants — Execute Homeless Assistance Program sub-recipient contracts for the 2026-2027 to Pocono Area Transitional Housing for bridge housing services, $12,736; Salvation Army East Stroudsburg, emergency shelter services, $12,736; Resources for Human Development, case management, $ 6,444; Family Promise of the Poconos, emergency shelter services, $12,736; and Safe Monroe Inc. dba Women’ Resources, emergency shelter services, $12,736.

• Fiscal/Grants — Execute Human Services Development Fund contracts for the 2026-2027 to CMP MH/DS for adult services, $48,000; Sights for Hope, generic services, $10,157, and Pocono Services for Families and Children for children and youth, $26,000.

Opioid funds

• Opioid Grants from the Opioid Settlement Funds — Recovery Revolution, $54,000 for inmate’s fresh start treatment program; Your Life Speaks, $13,500 for presentations; Path to Peace, $40,000 for transportation; and We Have a Choice Recovery House for Men LLC doing business as Justin’s House, $3,500 for a mobile office space unit.

• Opioid Settlement Report for the six month period ending June 30, $1,217,620.65; submit the Election Integrity Closeout Report for the grant period of July 1, 2025 to June 30, 2026, $592,569.13; submit the FY 2025-2026 Homeless Assistance Program, $63,764; and Human Services Development Fund Non-Block Grant Report, $93,507; RASA/VOJO 2027-2028 grant application for $143,054 for the grant period of Jan. 1, 2027 to Dec. 31, 2027; 2026/2027 Federal Fiscal Year Budgets: The Emergency Food Assistance Program, $47,820; Emergency Solutions Grant 2025-2027, $215,175, and Victims Of Crime Act, $193,045.

• Children and Youth Services — Purchase of Service Agreements, July 1, 2026 to June 30, 2027: Bancroft, residential program services, limit of $500,000; Cornell Abraxas Group LLC, residential services, limit of $875,000; and Heroic Healing Group LLC, community group home, limit of $300,000.

• Information Technology and Services — Plan supplement with Fraser Advanced Information Systems for eight Sharp BP B427PW copiers for $91 per month for the courtrooms; ratify change order MCTS-1 updating the time frame with no additional cost; ratify change order #4 with Ring Central for $3,528 for implementation of phone services in the Domestic Relations office; agreement with Revise Software Systems from Sept. 1 to Sept. 30, 2031, at $79,600 for new website services for the 5 years; ratify amendment regarding the Case Management Software System Agreement dated Oct. 26, 2017 with West Publishing Corp d/b/a Thomson Reuters extending the agreement to Sept. 30, 2026 with up an additional 45 days.

• Office of Emergency Management — Agreement with OnSolve LLC for CodeRed Services at no cost to the county from Aug. 31, 2026 to Aug. 30, 2027 through the NEPA Regional Counter Terrorism Task Force.

Corrections and probation

• Monroe County Correctional Facility — Accept quote from Advanced Electronic Security for time and material services to evaluate the existing intercom and video surveillance systems. Rate of $150 with a 2 1/2 hour minimum during normal business hours and $225 per hour for after-hours/emergency service.

• Probation Department — Ratify Pocono Mountain School District application for use of school facilities at Pocono Elementary Center for various dates in 2026 at no cost to the county; and execute contract with GovAI Software Solutions for drug test notification service as an add-on service to the original contract. Cost of $25 enrollment fee and $8 per month for each participant. Justice Reinvestment Initiative 2 grant funds will cover the add-on service.
