Lansford man assaults police officers
A Lansford man faces charges after he allegedly placed a woman in a chokehold, then assaulted Lehighton police officers who attempted to take him into custody.
According to the affidavit of probable cause filed by officer Terry Buss of the Lehighton Borough Police Department in the case against Timothy Keiper:
On June 30, Carbon County Communications Center dispatched the Lehighton police to a home in the 200 block of South Second Street in the borough for a report of an unwanted male at the residence who was not willing to leave.
While en route to the residence, the dispatchers informed police that the male had gained entrance into the residence by climbing through a window and was now choking the reporting party.
Upon arrival, police made contact with the victim, who informed Buss that Keiper, 34, was still inside and was smashing things.
Buss entered the residence, where he found Keiper inside a bedroom dumping a shoebox on the bed. Police informed him several times to exit the residence and talk about the situation.
After multiple requests to leave, Buss grabbed Keiper and began escorting him out of the residence.
While attempting to get Keiper out of the residence, Keiper threw a punch at Cpl. Bruce Broyles and attempted to run away.
Police were able to grab Keiper when he tried running, but he did not comply and resulted in Broyles and Buss ending up on the concrete ground outside.
While trying to gain control of Keiper to get him in handcuffs, Keiper bit Broyles’ left hand.
After a short period of time, police were able to get both hands behind Keiper’s back and place him in custody.
During the incident, Broyles suffered an injury to his right hand, while Buss suffered an injury to his left elbow.
Once in custody, police assisted Keiper off the ground and began walking him to their cruiser at which point Keiper again started pulling away from police.
After placing Keiper against their cruiser, he was searched and police located a methamphetamine pipe in a Ziploc bag in his pocket.
Police were able to get Keiper calmed down enough and placed him in the back of the cruiser without further incident. Once Keiper was in the back of the cruiser, he began slamming his head off the back driver’s side door multiple times. Police repeatedly asked Keiper if he needed EMS, to which he stated no each time.
Broyles returned to the residence and gathered the victim’s side of the incident. She stated that Keiper tried kicking the AC unit in the window in, and when he was unable to enter the residence through that window, he went to the bathroom window that was unlocked and crawled into the residence.
The victim then stated that Keiper went into the bedroom and grabbed some of his belongings, and while he was walking toward the front door, the victim tried pushing him outside.
After the victim pushed Keiper, he turned and they both ended up back in the bedroom, where an altercation ensued.
The victim stated that during the altercation, Keiper got behind her and placed her in a chokehold. She stated that she feared for her life.
The victim said that Keiper let her go at some point, and that’s when she went outside and called police.
Keiper faces charges of two counts of aggravated assault, and one count each of strangulation, simple assault, evading arrest or detention on foot, resisting arrest and criminal trespassing.
He is currently incarcerated in the Carbon County Correctional Facility in lieu of $100,000 monetary bail, and is scheduled to have a preliminary hearing on July 29 before District Judge Eric Schrantz of Jim Thorpe.
