Carbon County commissioners
Carbon County commissioners approved a wide range of contracts, agreements, grants and financial measures during their regular meeting Thursday including:
Finances
• Ratified payroll expenditures of $749,205.34 for the pay period dated June 12.
• Ratified an internal transfer of $102,614.45 from the Open Space Capital Fund to the Farmland Preservation Fund.
Bids, contracts
• Opened bids on six Whole Home Repair Program contracts; all awards were tabled for action at the July 1 meeting. One plumbing contract received no bids and will be readvertised.
• Awarded a Community Development Block Grant contract for an ADA handicap ramp in Packer Township to H&P Construction Inc. of Kulpmont for $46,460.
• Approved a quote from Green’s Communications for a Motorola APX6000 portable radio for the Adult Probation Office, $6,775.91, funded by a PCCD grant.
Agreements, services
Commissioners approved:
• An agreement with Granite Telecommunications LLC for fax line service in the Area Agency on Aging office, $49.95 per month for three years.
• Letter of agreement with Beacon Light Behavioral Health System and Beacon Light Adult Residential Services for care coordination, at no cost to the county.
• Continuation of the Area Agency on Aging as fiscal manager of the Link Program through June 30, 2027.
• Renewal agreement with Julie Rovinski-Mann as Carbon County link coordinator at $30 per hour, an increase of $5 per hour.
• Fiscal Year 2026-27 Purchase of Service agreements with Bethany Christian Services, Justiceworks Youthcare Inc. and MHY Family Services for Children & Youth.
• Revised Purchase of Service agreements with Metta Place Youth Home for both FY 2025-26 and FY 2026-27.
• A $10,000 work statement agreement with the Pennsylvania Department of Health for coroner and toxicology reports related to overdose deaths.
• Extending the performance period of the Correctional Facility’s Vivitrol Grant 44428 to Sept. 30, 2027.
• Five separate third-extension agreements for Personal Emergency Response Services with ADT LLC, Connect America.com LLC, Medical Guardian LLC, Medscope American Corporation LLC and Valued Relationships Inc., all running July 1 through Aug. 31, 2026, with no rate increases.
• A three-year Lexis+/Lexis+ AI legal research subscription agreement for the Public Defender’s Office, $17,434, grant funded.
• A charitable organization registration statement for the Area Agency on Aging, with a $100 annual fee.
Grants
• Ratified a $48,337 Emergency Management Performance Grant from the Pennsylvania Emergency Management Agency to support salaries and benefits in the Emergency Management department.
• Ratified an $89,927 Local Share Account Monroe Grant for accessibility and ADA compliance improvements at the Mauch Chunk Opera House.
• Approved $7,500 in opioid settlement funds for CMP Drug & Alcohol for community outreach materials and $5,00 for the Jim Thorpe Police Department for National Night Out activities.
• Approved a $3,500 budget modification for the Community Traffic Safety Project District 5-0 Highway Safety Network Grant.
Other business
• Appointed David M. Roberts of the Franklin Township Police Department to the Emergency Operations and Training Center Board of Directors; the agenda was amended to reflect a four-year term expiring July 1, 2030.
• Accepted the FY 2025-26 State Food Purchase Program’s third-quarter expense and data report.
• Authorized advertisement of a Section 504 Officer notice for the FY 2026 CDBG application.
• Adopted Resolution 26-021 and a Fair Housing Notice for the CDBG program and authorized its advertisement.
• Approved banner requests from the Jim Thorpe Rotary Club for Historical Tours (July 1-Aug. 10) and Ghost Walks (Oct. 1-31).
• Authorized rescheduling the July 16 meetings of the commissioners, Election Board and Retirement Board to July 23.
