A bill that could reshape high school athletics in Pennsylvania advanced in the state House on Tuesday.
House Bill 41, introduced by Rep. Scott Conklin and amended April 28, would amend the Public School Code to allow the Pennsylvania Interscholastic Athletic Association (PIAA) to establish separate playoffs and championships for public and nonpublic schools.
The legislation defines public schools as “boundary schools” and charter, private and parochial schools as “nonboundary schools,” and would give the PIAA authority — but not require it — to create separate postseason formats.
Before any decision is made, the PIAA’s executive board and athletic oversight committee would be required to hold at least one public meeting in each district, accept sworn testimony and public comment, and review feedback on whether to separate playoffs for all sports, certain sports, or none.
Following those hearings, the board must meet publicly to deliberate, take additional comment, and then decide whether to implement separate championships for all sports, some sports, or maintain the current structure.
The PIAA would then be required to provide a written explanation of its decision to the oversight committee within five days.
If enacted, the measure would take effect 30 days after passage.
