Carbon commissioners approve contracts
Carbon County commissioners on Thursday approved a wide range of contracts, grants and administrative items during their Thursday meeting, including infrastructure upgrades, insurance coverage, opioid settlement spending and agreements related to county operations.
The following approvals were made:
• Payroll expenditures totaling $728,663.39 for the payroll dated Dec. 12.
• Adult Probation Intermediate Punishment grant application to the Pennsylvania Commission on Crime and Delinquency for $90,000, funding a partial probation officer salary, electronic monitoring equipment, supplies and treatment services.
• Adult Probation and Parole grant application to PCCD totaling $89,623 for reimbursement of professional staff salaries.
• Whole Home Repair Program plumbing contract awarded to Rarick’s Coal, Fuel Oil & Propane of Tamaqua for $11,500.
• General construction contracts for the Whole Home Repair Program awarded to Northeast Construction Management Group of Lehighton:
• $37,042 under Contract #CB 160-15-137.
• $25,000 under Contract #AM 161-15-137.
• ESRI software maintenance agreement for GIS and mapping services for 2026 at a total annual cost of $22,615, an increase of $3,208.47.
• Johnson Controls Fire Protection agreement for panic alarms and door lock systems at the administration building for $1,489 for 2026.
• Johnson Controls Fire Protection agreement for panic alarm and door lock systems at other county buildings for $12,068, an increase of $203.
• Application to PCoRP for a loss prevention grant totaling $3,032.38 to cover GPS services in county vehicles.
• Workers’ compensation insurance proposal from the Housing and Redevelopment Insurance Exchange for 2026 at a cost of $390,587, a decrease of $25,569.
• Three-year PenTeleData service agreement for broadband internet and 911 radio maintenance at the Emergency Operations & Training Center at $149.90 per month.
• Appointment of Anna Shigo as the county’s alternate representative to the Northeastern Pennsylvania Metropolitan Planning Organization Technical Planning Committee through June 30, 2026.
• Opioid settlement-funded media buy with the Pocono Mountains Visitors Bureau totaling $194,860 for a countywide opioid awareness campaign running through December 2026.
• FY 2024 Community Development Block Grant cooperation agreements with entitlement communities, as listed.
• Contribution of $40,000 from the Railroad Economic Development Fund to Reading & Northern Railroad for upgrades to the Tippets Road crossing.
• Memorandum of understanding with United Way of the Greater Lehigh Valley totaling $80,000 over two years to support the Community Hub Model and activities tied to a Moses Taylor Foundation grant.
• Unpaid internship agreement between the Carbon County Coroner’s Office and Nichole Smith.
