Carbon County commissioners
The Carbon County commissioners acted on the following items during their bimonthly meeting recently.
• Acknowledged an email from Michael Devaney asking the board to consider participating in the black fly mitigation for the county.
Commissioners’ Chairman Mike Sofranko said the county, at this time, doesn’t have the funds accessible to devote to this matter because of the state budget impasse.
• Received a copy of an administrative order from the Carbon County Court of Common Pleas announcing that Ethan Turrano of adult probation has been designated as the DUI coordinator for the county, effective Aug. 25, and will remain in effect unless another order is issued that supersedes this order.
• Appointed Crystal Warmkessel of Lehighton to the Animal Shelter Advisory Commission. She fills a vacancy term that expires Dec. 31, 2026.
• Approved the distribution of funds from the City of Bethlehem in lieu of taxes for property owned by the Bethlehem Water Authority. Jim Thorpe Area School District received $8,528.30; Palmerton Area School District, $5,046.86; Penn Forest Township, $355.34; Towamensing Township, $304.29; Lower Towamensing Township, $4.70; and Carbon County, $6,118.10.
• Renewed a special risk accident coverage for county volunteers from Oct. 1 through Oct. 1, 2026, with Gerber Life Insurance Company through the County Commissioners Association of Pennsylvania insurance programs. The annual premium is $400.
• Authorized a grant for $36,000 of the Attorney General Settlement dollars to Synchronicity Recovery Foundation to fund recovery services for people with opioid and substance use disorders in Carbon County through May 2026.
• Approved contracts between attorneys Cynthia A. Dyrda Hatton of Lehighton and Debra A. Smith of Pottsville and the Carbon County Court of Common Pleas and domestic relations office for legal services as required under the IV-D cooperative agreement. The contracts are in effect from Oct. 1 through Sept. 30, 2030, at a rate of $125 per hour for services rendered.
• Approved an agreement with the sheriff’s office for serving bench warrants, personal service as needed and other services by the IV-D Cooperative Agreement and to provide security services for the domestic relations office building and staff.
• Approved three cost reimbursement agreements from Pocono Counties Workforce Development Board. The first with Monroe Career & Technical Institute provides adult basic education and general educational development preparation services at a cost of $36,455 through June 30, 2026. The second and third agreements are with Pocono Services for Families and Children to administer the In-School YES Summer Youth Employability and Career Skills Training Program in East Stroudsburg at a cost of $35,000; and for TANF Youth Development thought STEM-based summer enrichment experiences to build career awareness and skills at a cost of $15,000.
