Ordinance change in Summit Hill advances

A proposed revision to an ordinance in Summit Hill makes changes regarding parking during snowstorms and removing snow.

The change will prohibit any vehicle from parking in any alley after the accumulation of 3 inches of snow or during a snow/ice storm until the alley is treated and cleared of snow by the borough workforce.

In addition, “In order to eliminate the potential for safety hazards … it shall be unlawful for any person to throw, shovel, push, plow or otherwise place any snow/ice onto any borough street and/or borough park, except as authorized by the chief of police or his designee.”

Borough council, at its meeting Tuesday, agreed to advertise the change for adoption at its October meeting.

Some other ordinance changes were discussed but tabled for further review.

One pertains to a tax on amusement devices, including skill game machines, pool tables and jukeboxes.

The council was uncertain if the tax would apply to organizations such as the American Legion, which is a nonprofit entity.

The proposed tax is $250 per machine and $50 each for devices such as pool tables and jukeboxes.

Council President David Wargo said the owner of the device would be responsible for paying the tax.

The council could also not reach consensus on a short-term rental ordinance.

The discussion centered around parking at such residences. One off-street parking space per bedroom of each rental unit would be required. In addition, property owners would have to obtain a short-term rental license.

Owners of short-term rental units would be required to have $300,000 of general liability insurance per rental.

Open fires in fire pits are prohibited at short-term rental units.
