Schuylkill County Court - guilty pleas

Schuylkill County judges accepted guilty pleas from four men charged by local police.

Francis W. Chambers II, 35, of Coaldale, was charged by West Penn Township Police Chief James E. Bonner with driving under the influence of a controlled substance - impaired ability, first offense; driving under the influence of a controlled substance- schedule 2 or 3 drug, first offense; possession of marijuana-small amount for personal use; use/possession of drug paraphernalia; driving while his operating privileges were suspended or revoked; and careless driving on Oct. 28, 2021.

Judge James P. Goodman accepted his guilty plea to driving under the influence of a controlled substance - schedule 2 or 3 drug, and sentenced him to 60 days to six months in jail, to be served at the same time as a Carbon County jail sentence; fined him $1,000; pay a total of $175 in fees; enroll in a substance abuse treatment program in jail; upon release, Chambers must obtain a drug and alcohol evaluation and follow any recommended treatment; enroll in and successfully complete Alcohol Highway Safety School; have his license suspended for 12 months; and perform 10 hours of community service.

On the paraphernalia charge, Chambers must serve 12 months on probation.

On the charge of driving while his license was suspended, he was fined $500 and ordered to pay a total of $77 in fees.

The remaining charges were dropped.

Mark Ryan Dabney, 33, of Coaldale, was charged by Tamaqua Police Officer Christopher J. Cordes with intent to possess a controlled substance, possession of marijuana - small amount for personal use, use/possession of drug paraphernalia, driving while his operating privileges were suspended or revoked, and not having the required financial responsibility on Sept. 11, 2021.

Judge Christopher Hobbs accepted his guilty plea to the paraphernalia and driving while his license was suspended or revoked.

Hobbs sentenced Dabney to pay $100 in fees; $1,130 to the Bethlehem Crime Lab, and to serve up to six months in jail, with credit for two days served.

Dabney was immediately paroled.

On the driving without a license, charge, Hobbs fined him $200.

The remaining charge was dropped.

Robert Wayne Snyder Jr., 31, of Nesquehoning, was charged by Tamaqua Police Officer Douglas L. Springer Jr. with driving while his license was suspended on March 31, 2022.

Judge Goodman accepted his guilty plea, and sentenced Snyder to 60 days on house arrest and to pay court costs and fees.

John E. Bartenope, 35, of Palmerton, turned himself in after a bench warrant was issued.

Judge Goodman set bail at $15,000 straight cash and ordered Bartenope to remain at his Palmerton address and not move unless he notifies in writing the Clerk of Courts and District Attorney; apply for a public defender; pay a transportation and bench warrant fee of $309.05; and appear at the courthouse at 1:30 p.m. Feb. 2 for a status conference before Judge Christina E. Hale.

Bartenope was charged by Frackville State Trooper Peter K. Conforti with retail theft and possession of a controlled substance on June 28, 2020.
