Man who fled police enters plea

An Allentown man who ran over a state trooper’s foot during a pursuit in Carbon County, entered a guilty plea on Tuesday in county court.

Ramadan Said Aly, 26, pleaded to one felony 3 count of fleeing or attempting to elude police and a misdemeanor 3 count of persistent disorderly conduct. In a plea deal with the district attorney’s office, a felony 2 count of aggravated assault was dropped.

Aly was arrested for an incident on May 29 that started at Beltzville State Park.

According to the affidavit of probable cause filed by trooper Matthew Lento of the Lehighton barracks at 7:41 p.m. May 29, Lento was at Pohopoco Drive at the entrance of the park in Franklin Township when he saw a black motorcycle with an obstructed license plate.

The motorcycle turned into the entrance of park. Trooper Justin Magluilo was standing at the entrance in uniform and instructed Aly to pull over because the vehicle was not inspected.

Aly made a U-turn at the entrance and disobeyed Magluilo’s command to stop, and accelerated toward Pohopoco Drive, and in doing so, ran over Magluilo’s foot. Aly turned right onto Pohopoco Drive. Lento initiated his emergency lights and siren to conduct a traffic stop and Aly accelerated in the oncoming lane.

Aly passed several cars and traveled in the oncoming lane at a high rate of speed several times, exceeding 70 mph in a posted 45 mph zone.

Aly continued on Beltzville Drive, turned right onto 534 and failed to stop at a red light on 534 at the intersection with Route 209, and continued through the intersection and was weaving back and forth.

At the northbound shoulder of 209, Aly struck Lento’s patrol vehicle, causing damage to the side of the right headlight of a PSP patrol unit. Aly’s motorcycle fell to the ground and he ran a short distance.

Lento took Aly into custody. Police ran a search on his license which showed his license is DUI suspended.

Aly is an inmate in the Lehigh County prison facing a parole violation on a DUI charge. Court-appointed defense attorney Arley Kemmerer said Aly is facing immigration concerns. She said Lehigh will not resentence him on the parole violation until after the Carbon case is completed.

On the fleeing charge, Serfass sentenced him to serve three to one day less 24 months in prison with credit for 72 days already served. On the conduct charge, he was sentenced to serve one to 12 months in prison. The terms run concurrent with each other.

He was also ordered to render 100 hours of community service, pay court costs of over $1,000 and pay a $50 per month supervision fee while on parole.
