JAN. 26, 1993A financial consultant and the chairman of the Board of Commissioners testified in county court an extra levy of 5 mills on real estate is “reasonable and necessary for the essential operations” of the county.Jay Thatcher, the consultant, and Dean D.W. DeLong, board chairman, provided most of the testimony before President Judge John P. Lavelle and Judge Richard W. Webb, saying the current 25-mill cap on real estate allowed by state law needed to be increased in order to meet the financial demands of the 1993 budget.Without the increase, DeLong suggested the county would be forced to cut back services, either by reduction in work hours or layoffs, which, he said, would “jeopardize county government.”
