Carbon lighting project not yet finished

Carbon County officials raised some concerns after learning the lighting retrofit project, which they believed was complete, is not fully done.

During the county prison board meeting on Wednesday, Warden Timothy Fritz reported to the board that there are a few lights in some of the housing blocks in the prison that crews from Electric Power Savers LLC of Camp Hill couldn't get to with their equipment because tables and other furniture situated directly under the lights are bolted down to the floor.The foreman told Fritz that he would talk to Linda Dopira in the county purchasing department about the issues and wasn't sure if they would be back to try to change the lights or not.Fritz said that if not, then maybe the county maintenance department could finish the few remaining lights at their convenience.Commissioner Thomas J. Gerhard, prison board president, was surprised by the news and concerned because this was the first time officials were hearing that the project wasn't fully complete.He said that the company did walk-throughs of all the buildings in the project and feels that it is their responsibility to change over all the lights per the contract.The county said that they would look into the situation and see what is going on before final payment is sent out.The lighting retrofit project has been in the works for approximately three years.The county hired Electric Power Savers, which submitted the apparent low bid of $38,400, to install the fixtures that were purchased from Grainger and Friedman Electric through the Pennsylvania State Costars program at a cost of $70,779.The county received a $48,284 matching grant from Northeast Pennsylvania Alliance through the NEPA Efficient Lighting Grant program and an additional $19,861 from NEPA after another county cut part of its project, freeing up some funds.
