Sparks fly during supervisors' meeting in East Penn Township
A week later than usual, the East Penn Township Board of Supervisors met Monday, with things heating up quickly during its opening public comment portion.
Resident and former township supervisor David Bryfogle asked when supervisors intended to take care of Church Hill Road, noting that his bedridden adult son needs to be transported to doctor appointments via that roadway, but that it is so rough he gets violently car sick traveling on it.While Chairman Dean Kercsmar was asking road foreman Cory Smith whether or not the road crew could patch it, Bryfogle asked if the recently purchased used road equipment "is breaking down already," to which Kercsmar responded, "Here we go."Bryfogle appeared visibly upset and became louder, even though Kercsmar explained he was not referring to Bryfogle's son and meant no disrespect, but rather "to the paver and spending money."Bryfogle eventually walked out of the meeting.Earlier, East Penn Township Parks Commission Chairman Hal Resh said the lines of communication between the commission and the board have been opened. He did say, however, that new ordinances may need to be adopted, specifically to deal with the increased number of rafters and kayakers from commercial companies using the Riverview Park boat ramp.In addition, Loretta Smith, president of the playground association, asked when grass at the playground would be cut.She also suggested a "Trunks for Treats" event in the township social hall's parking lot this coming Halloween. Smith noted that since there is no police protection for children and their parents/guardians while trick or treating along Route 895, it might be a safer option for them. The supervisors later unanimously approved a motion to that effect. However, they noted residents still have the option of going door to door.In other news, the board accepted the resignation of township treasurer, Susan Rhoads-Procina, effective Aug. 3, and then approved the temporary appointment of current township secretary, Deanna Cunfer, to that position. In addition, the board approved an extension until Sept. 15 for the 2014 FDR Road Project, so the additional 328 feet on Municipal Road can be completed by Mt. Carmel Stabilization Group. It also approved the purchase of a new maintenance truck.Kercsmar also noted that Clair Troxell, with whom the township has been in litigation on and off for over a decade for having "junk" on his property, submitted a request for an extension to remove more items from it.The board took no action on the request and noted that its next court date with Troxell is set for Aug. 20.Supervisors also announced that due to Labor Day, their next meeting will be Sept. 2.
